Aviation Blvd EI Segundo, California, 90245-2808 Contracting Officer: Mr. Hyun Choi, SMC/PKJ, 310-653-9286 Classification Code: A -- Research & Development NAICS Code: 541 -- Professional, Scientific and Technical Services/541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) [Size Standard: 1000 employees] Small Business Reference Number: SMC 15-065 Notice Type: Request for Information The Space and Missile Systems Center (SMC), Military Satellite Communications Systems (MILSATCOM) Directorate, Los Angeles Air Force Base, California hereby issues the following Request for Information (RFI) on the PTW Operational Ground System. Description / Purpose: The Space and Missile Systems Center (SMC), Military Satellite Communications Systems (MILSATCOM) Directorate, Los Angeles Air Force Base, California is contemplating the procurement of a ground system that enables operations of the PTW over wideband communications satellites. The intent of this RFI is to perform market research and gather information on industry's ability to rapidly develop, test, and field such a ground system. This would be a procurement activity separate from the Protected Tactical Service Field Demonstration (PTSFD). The ground system includes ground hubs, a Key Management Subsystem (KMS), a Mission Management Subsystem (MMS), and ground system integration. Ground hubs include a system controller, PTW hub modems, End Cryptographic Unit (ECU), Layer 2 switching, and a satellite terminal (if not already present). The ground system must support use of terminals with the PTW modems that are currently under development, and are expected to be fielded by the Services' terminal program offices. The Government anticipates a contract award in 2017 to provide an initial capability in 2022 and a full scale capability in ~2025. Below are the notional capabilities needs at those dates: Target Completion Date Increment Capabilities Increment 1: Wideband Operational Ground Initial Capability for PTS - 2022 Small Scale •• 1 primary Hub + 1 backup at DoD Gateways (using existing RF equipment) •• Hub operates over 1 Wideband Global SATCOM (WGS) satellite •- 2 User Beams + 1 Hub Beam •• Up to 20 Terminals [4 types] •• Manual planning and Satellite Access Request (SAR) generation •• Limited monitoring and reporting •• Operates within one Regional Area of Responsibility (AoR) Increment 2: Wideband Operational Ground Full Capability ~2025 Full Scale •• 10 Primary Hubs + backups •• 10 WGS + Commercial Satellites •• 100 User Beams, total constellation (TBR) •• 5000 Terminals, total constellation [multiple types] (TBR) •• Automated planning and resource allocation •• Full monitoring and reporting •• Operates in multiple AoRs The Government is interested in industry input on the best approach to field capabilities consistent with the table above and is interested in discussions of specific capabilities to support these objectives. The Government is currently developing required capabilities for each of the increments noted above, which would be made available during the request for proposal preparation in the event the Government proceeds with the planned effort. Response Content: Interested industry respondents are requested to provide a presentation or white paper that includes answers/information with regards to the following: • I. Assessment of Viable Approaches - Describe alternative courses of action to meet program objectives including pros and cons (cost/schedule/capabilities/performance) and risks for each approach. The Government is primarily interested in approaches to meet the Increment 1 (fielded) capabilities for the 2022 need date, and how those various approaches may scale or extend to meet the Increment 2 capabilities. Specific topics of interest include: •· Integration and Interaction of MMS with the WGS planning and management systems including Common Network Planning System (CNPS) •· Dynamic Resource Allocation •· Department of Defense Information Network (DODIN) Connectivity •· Feasibility of hub and KMS ECU certifications and fielding by 2022 •· Information Assurance Architecture and support of required Key Management •· Schedule to achieve Increment 1 and 2 on or before their target date • II. Technical Competency - Discuss your company's ability to deliver the desired capabilities as listed above in the proposed timeline. • III. Corporate Capabilities - Briefly discuss your company's experience related to projects similar in size, complexity, and scope of this requirement. • IV. Rough Order Magnitude (ROM) Costs - Provide ROM development cost for effort for each increment above. Break out hardware and software costs as well as recurring vs. nonrecurring and indicate software reuse. • V. Recommended contract strategy for each increment. • VI. Small Business Participation - Respondents should indicate whether they meet the criteria for a small business. Small business criteria is defined below. All other respondents are asked to provide percentage estimates (small business dollar component divided by estimated total contract value) for nominal small business subcontracting possibilities for this requirement. The term "nominal" signifies the amount of small business subcontracting the contractor would employ without any requirement or goal being imposed by the Government, i.e., the amount that would generate the most efficiencies for the contractor and the Government. Small Business Consideration: The NAICS code for this project is 541 -- Professional, Scientific and Technical Services/541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) [Size Standard: 1000 employees]. O nly companies able to meet the stringent schedule and technical requirements as satellite operators (holders of spectrum filings) should respond to this RFI. Small Business companies with the capability to perform this requirement are encouraged to participate. If you are interested only in subcontracting opportunities please indicate this fact clearly in your submission. Classification: Respondents shall provide an unclassified response to this RFI and shall indicate whether their responses contain proprietary information if the respondents wish for the responses to be handled as such. Format: White Paper Format: Responses shall not exceed fifteen (15) pages. The Government will not consider pages in excess of fifteen (15) pages. Page size shall be 8.5 x 11; text font size shall be no smaller than 11 pt; font size within graphics and tables shall be no smaller than 8 pt. The White Paper front matter such as transmittal letter, cover page, and table of contents will not count against the page limit. A one page executive summary that summarizes the key ideas is required. Presentation Format: Responses shall not exceed fifty (50) slides. The Government will not consider presentations in excess of fifty (50) slides. The Government will not accept company literature or marketing materials in response to this RFI. Significant claims or reports of success must be justified with specific citations, URLs, and/or references. Due Date: 1600 PDT, 3 July 2015.
