- Title of Work: Bayou Meto Basin Project,Pulaski County Arkansas Canal 1000, Phase 2 Project Description: The work consists of construction of approximately 2,700 linear feet of Canal 1000 with associated drainage ditches and the construction of a cast in place reinforced concrete inverted siphon, measuring approximately 550 linear feet in length, to convey Canal 1000 under an existing bayou. Also included in the work is the clearing and disposal of debris therefrom; temporary diversion of the existing bayou during construction of the siphon and the restoration of diversion area afterwards; installation of storm drainage pipes, concrete headwalls and a flap gate; furnishing and placing of filter stone and riprap; turfing; and environmental protection. North American Industry Classification System: 237990 Small Business Size Standard: $36.5M Acquisition Strategy: This is an Unrestricted (Full and Open), Firm Fixed Price, Best Value requirement. Basis For Award: A Request for Proposal will be issued and the resulting contract award will be a Firm-Fixed-Price Contract. There will be no public bid opening. The basis of award is the Lowest Price/Technically Acceptable (Best Value) proposal. Therefore, the Government has the right to accept other than the lowest offer if the lowest offer is not technically acceptable. The right is also reserved to reject any and all non-compliant offers. Work Location: The work shall be located in Pulaski County, Arkansas (Near Scott, AR). The exact location will be indicated on the contract drawings. Magnitude of Work: Between $10 and $25 Million. Contract Duration: 760 calendar days Estimated Start Date: September 2015 Request For Proposal (RFP): Will be issued on or about 18 June 2015 Proposals Due: On or about 20 Jul 2015. The resulting contract award will be a Firm-Fixed-Price Contract. The Solicitation Number will be W912EQ-15-R-0003. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
