- The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center, Office for Institutional Programs is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Facility Maintenance, Repair, and Alteration of Real Property. The Goddard Space Flight Center (GSFC) Greenbelt Campus includes a total of 1,270 acres and consists of roadways, parking areas, open spaces, underground utility infrastructure with utility plants as well as buildings. GSFC has 35 major buildings and 114 minor structures on-site. The current square footage of GSFC buildings is approximately 5,396,415 gross square feet.The contractor will provide: (a) architect and engineering (A-E) services for Center and customer funded program design tasks to include design and investigation; (b) construction services to include design-build, no formal design and full design, commissioning, quality control and safety of a broad range of new construction, modification, and rehabilitation services; (c) planning services to include master planning, space utilization; (d) information resource (IR) services to include but not limited to CADD, GIS, and CAFM services to maintain building and site drawings, technical library management and work intake control. All services will be for projects that include but not limited to office buildings, automated data processing (ADP) areas, shops, laboratories, highly technical research facilities, clean rooms, spacecraft and instrument test and integration areas, utility buildings, and interior and exterior utility systems and site improvements. Frequently many of the services must be performed on an accelerated schedule to meet mission sensitive schedules. It is anticipated that the contract will be Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Single Award with an anticipated maximum ordering value of $105,000,000 for five years with a provision to allow the ordering value to be increased unilaterally by the Government by approximately 20% if required over the life of the contract.The contract will also include a core requirement for on-going IR and space utilization services. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in on FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or any additional notices about this upcoming procurement. Responses must include the following: name and address of firm, size of business; average annual revenue for the past 3 years and the number of employees; ownership; whether a large, small, small disadvantaged, 8(a), HUBZone, woman owned, service-disabled veteran business; number of years in business; affiliate information; parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime); list of relevant contracts covering the past three years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement and a point of contact with address and phone number).
