- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit Complete Parachute Systems (CPS), 1320 E. International Speedway Boulevard, Suite 1, DeLand, FL 32724, on a sole source basis for the following items: Part Number Nomenclature Quantity CPS-156-639 SOV 3 Tandem System TS-16 with DRS 46 CPS-TP-460 M3 TP-460 M3 46 CPS-VR-421 Tandem Reserve Canopy 46 CPS-133-708 SOV Adjustable Passenger Harness 46 CPS-141-758 X-Large Gear Bag 46 CPS-101-301 54" Drogue Bridle 46 CPS-DRO-SIGMA-60-D-W 60" Sigma Drogue with Disk 46 NSWC PCD, as the USMC Depot activity for these items, requires the items on the approved list to perform replenishment of Fleet stock or repairs of returned items. These specific components are being acquired by the USAF for use with existing systems and are required to maintain commonality and operational capability. The Government's minimum needs have been verified by the Certifying Technical and Requirements personnel. This procurement is sole source for the following reasons: a. CPS is the designer, developer, original fabricator, and sole provider of the Tandem Parachute System and support components. As the original equipment manufacturer, CPS is the only company possessing the requisite expertise, internal technical data, equipment, and experienced personnel necessary to successfully and safely provide the SOV Tandem System TS-16 and support equipment. b. The SOV Tandem System TS-16 is only available from CPS by direction of the Marine Corps Systems Command (MARCORSYSCOM). MARCORSYSCOM extensively tested the product to ensure the SOV Tandem System met power consumption, power output, range, depth, and altitude requirements to ensure acceptable levels of safety and mission critical support, for maximum reasonable assurance, were met. Delivery will be Destination to the NSWC Panama City, C/O NSA PC- N61008, 101 Vernon Avenue, Panama City Beach, FL 32407-7001. The resultant contract will be Firm-Fixed-Price. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database. Registration may be accomplished by accessing the SAM website at https://www.sam.gov/portal/public/SAM/. NAICS Code 314999 applies. FSC is 1670. This synopsis closes at 04:00 CDT 15 June 2015. The award will be on or about 03 August 2015, and it will be based on a fair and reasonable price.
