Description
Pre-Solicitation Synopsis The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED) Environmental Research Laboratory located at 200 SW 35th Street, Corvallis, Oregon 97333 has a requirement for an indefinite-delivery, indefinite-quantity (IDIQ) contract to provide construction and/or renovations of the NHEERL laboratory. The construction and/or laboratory renovations are expected to be accomplished in two (2) phases, each with three (3) sub-phases, over a multi-year period with each sub-phase addressing specific projects. In addition to these major phases, task orders there are several site improvements planned to be coordinated and completed with the Main Building renovations. These include reorganization of onsite pedestrian and vehicular circulation, most notably the development of a new entrance; modification of the security perimeter to provide a more secure environment while maintaining a publically accessible facility; and completion of the remaining portion of site work and a 1800 sf addition of two greenhouse modules to the Headhouse/Greenhouse following completion of the Phase 2C renovations. This acquisition is being conducted as a competitive 8(a) set-aside limited to responsible 8(a) firms located within the geographical area serviced by the SBA Portland District and Seattle District Offices and other 8(a) construction firms with a bona fide place of business within this geographical competitive area in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. An award will be made in accordance with FAR part 15 and 36. The following is a brief description of Phases 1A -1C thru 2A “ 2C in the IDIQ contract: Phase 1A “ “ Mechanical Enhancements, including construction of a one-story, 4900 sf mechanical/electrical and swing space addition, and mechanical enhancements in the Main Building penthouse. The project also involves the construction of a geothermal ground source heat pump system to supplement the existing heating and cooling system. The first phase of site work improvements will also be undertaken in this phase. The first phase of site work includes providing a new vehicle entrance off Jefferson Way; permeable interlocking concrete paver roadway and loading dock area; concrete curb & gutter and sidewalks; and minor landscaping. Phase 1B “ Interior Renovation of 12,840 sf, including construction of eight lab modules on the Main Building first floor to serve as laboratory swing space, and renovation of the south half of the second floor, including labs, offices, mechanical and electrical systems, and window wall replacement. Phase 1C “ Interior Renovation of 9,956 sf comprising the north half of the Main Building second floor, including labs offices, mechanical and electrical systems and window wall replacement. Phase 2A “ Construction of 14,700 sf two-story annex west of the Main Building, attached to the Phase 1A mechanical addition, and connected to the Main Building with a new atrium space. Interior renovation of 3,860 sf comprising the southwest corner at the first floor of the Main Building. The second phase of site work will be undertaken in Phase 2A.. The second phase of site improvements includes construction of a new public entrance to the new Main Building Annex, including new walkway, landscaped area and vehicle parking entrance Phase 2B “ Interior Renovation of 11,320 sf comprising the north half of the Main Building first floor, including labs, offices, mechanical and electrical systems and window wall replacement. Phase 2C “ Interior Renovation of 5,860 sf comprising the south half of the Main Building first floor, including labs, offices, mechanical and electrical systems, and window wall replacement. Conversion of 1200 sf of swing space constructed in the mechanical addition in Phase 1A to lab support space. Award of a single 10-year, indefinite-delivery, indefinite quantity (IDIQ), fixed-price task order contract is anticipated. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to rates and factors, the Government ™s evaluation of proposals will include an assessment of each offeror ™s project management plan, previous experience on projects that are similar in technical scope, dollar value and duration, past performance record on projects that are similar in technical scope, dollar value and duration and proposed technical proposal to the meet the requirements of the projected first task order “ Phase 1A. All non-price evaluation factors, when combined, are approximately equal in importance to price. It is anticipated the solicitation will specify a minimum order amount of $1,000,000, a maximum order amount of $70,000,000 over the life of the contract. The Government intends to evaluate proposals and make award without discussions. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, the size standard for which is $33.5M. All responsible 8(a) firms located within the geographical area serviced by the SBA Portland District and Seattle District Offices and other 8(a) construction firms with a bona fide place of business within this geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. A pre-proposal conference, including an organized site visit, will be conducted at the NHEERL facility located in Corvallis, OR and is currently scheduled for the Tuesday, June 30, 2015 at 1:00pm PT. You must register in writing through the Contract Specialist identified below in order to attend the conference/site visit. Registrations will be accepted until 4:00 pm (ET) Friday, June 26, 2015. Requests to attend the conference/site visit after this date and time may not be honored. It is anticipated the solicitation, including the IDIQ Statement of Work will be posted on the www.FedConnect.net website on or about June 9, 2015. No hard copies will be available.
