THIS PUBLIC NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE IS INTENDED AS A FORECAST TO INFORM THE PUBLIC OF VARIOUS REQUIREMENTS THAT THE NATIONAL INSTITUTES OF HEALTH ANTICIPATES AWARDING IN FISCAL YEAR 2015. THIS NOTICE IS INTENDED FOR INFORMATION PURPOSES ONLY AND SHALL NOT COMMIT THE NATIONAL INSTITUTES OF HEALTH (NIH) TO ISSUE A SOLICITATION FOR THESE REQUIREMENTS. The solicitation number for this acquisition is NIH-OLAO-OD3-SBSS-15-715. The purpose of this notice is to obtain information regarding (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small business; service disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The National Institutes of Health has a current need for a contractor that will independently provide professional science writing, editing, and related communications support services on basic biomedical research topics. The products of these services will be of high quality, reflect solid knowledge of the topics being communicated, and be carried out in a timely manner with minimal direction from the customer(s). The individual must be able to provide the following: • At least five (5) years of experience in science writing and editing, including writing and editing material about NIGMS topic areas (cell biology, biophysics, genetics, developmental biology, pharmacology, physiology, chemistry, bioinformatics and computational biology) • A strong scientific background and training, such as a Ph.D. or equivalent degree, in a life science or other biomedical science field. • Experience in assessing the significance of basic biomedical science advances and topics. • Experience in producing a wide variety of communication products for nonscientific and scientific audiences, such as articles, fact sheets, booklets, news releases, statements, announcements, speeches, talking points, Web site content, multimedia content, content for social media outlets, meeting reports and programmatic and policy material. • Experience in editing and fact-checking material written by others, including those with scientific backgrounds and those with nonscientific backgrounds. If your organization is a small business and has the potential capacity to perform these contract services, please provide the following information: (1) Organization name, address, email address, web site address, and telephone number (2) size and type of ownership for the organization [i.e., small business, small disadvantage business, 8 (a) firm, etc].
