Description
Solicitation Title: Quarantine Screenhouse 5,6,7,8 Shade Cloth Replacement Project at NPGQC. Location: USDA, APHIS, PPQ, NPGQC, National Plant Germplasm Quarantine Center, BARC-East, Building 580, Beltsville, MD 20705 Project Background: The National Plant Germplasm Quarantine Center (NPGQC) in Beltsville, Maryland is a world reference laboratory for plant diagnostic testing and deals with many complex diseases and pathogens that threaten agricultural and native plants. The BSL-2 and BSL-3 buildings at NPGQC are some of the newest and most complex buildings within APHIS. Quarantine Screenhouses 5,6,7,8 are used to test prohibited plant germplasm from foreign countries for pathogens of high consequence. Each screenhouse section has an internal shade/heat retention system that is used to create the correct environmental condition conducive to pathogen diagnostic testing. The shade system is integrated with our Q-Com environmental controller for sequencing vents, and light intensity. The system is a slope-flat-slope roof line truss to truss type shade system controlled by computer. The polyester/aluminum shade retention cloth is over 14 years old and needs to be replaced in all of the four Quarantine Screenhouses and provide repair to the shade drive systems as needed. The expected warranty and longevity is only 5 years for such a system and the current shade system is now torn and ripped in many locations and not functioning as it was specifically designed for. Project Description: Contractor shall provide all labor, materials and equipment to replace all shade cloth panels (24 total) in four quarantine screenhouses and to provide repair to the shade drive systems as needed (drive gears, cables and shaft hangers). All work will be done during normal working operational hours, Monday through Friday between the hours of 6:30 am and 4:30 pm. Contractor must coordinate the work with the Facility Manager for availability to work within each screenhouse (infected plants might have to be moved in order to replace the shade cloth). One section should be completed at a time unless otherwise instructed. A pre-proposal site visit is required to verify shade system operational conditions and to field verify the shade cloth dimensions. The project includes but is not limited to: Remove existing shade cloth panels in the four quarantine screenhouses. There are six cloth panels in each screenhouse. Furnish and install new shade cloth with same type, color (grey/white) and shade factor. The existing polyester/aluminum environmental screens are of the ULS-16 style with a shade factor of 65%. Equivalent UV degradation resistance/shade factor and manufactures are acceptable. I.E. Fiberlane FF/FR Trevira CS. Remove all plastic parts associated with the shade system used to secure the shade to the movable/ leading edge tube and fixed supports. There are six leading edges in each screenhouse. Furnish and install all new plastic clips associated with the shade system for each section. Examine and test the screenhouse Wadsworth shade drive system and remove and replace any damaged drive gears, drive drums or shaft hangers. Determine during visit if any leading edge components have failed. Bid price shall include removing and replacing any broken or damaged leading edge components as necessary. There are six leading edges in each screenhouse. Lubricate all necessary shade drive system components. Examine the tension for all shade cables. All cables that sag more than 2 inches from horizontal should be re-tensioned. No attempt should be made to make sure that the cables are perfectly horizontal. Set drive units travel limits and test upgraded systems for proper operation. Bid price shall include disposing of the removed shade panels off-site. The following are approximate dimensions for each screenhouse: Screenhouse 5 30' wide by 68' long Screenhouse 6 30' wide by 68'long Screenhouse 7 30' wide by 68' long Screenhouse 8 30' wide by 68' long Each screenhouse has 6 leading edges consisting of (5) 12' bays and (1) 8'-11" Bays. The system is a slope-flat-slope roof line with 13' slope, 6'-1' flat, 13' slope. See Complete details in the attached solicitation document. A site visit is required. Quotes shall be submitted as described in the attached solicitation document. Any amendments issued must be acknowledged by the quoter. Any questions must be submitted to the POC listed below.
