- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through FAR FAC 2005-82 May 7, 2015. This is set-aside as a total small business award, the associated NAICS code is 712110 and small business size standard is $27.5M. Pursuant to a Programmatic Agreement among the U.S. Department of Energy (DOE), the Wyoming State Historic Preservation Officer (WY SHPO), and the Advisory Council on Historic Preservation, DOE is developing an interpretative brochure, and will provide content for a web site with associated audio file and smart phone application describing the history of the Teapot Dome Oilfield, as described in the Scope of Work. The information will be for public use, enjoyment, and education. In addition, DOE will assist the Salt Creek Museum at Midwest, Wyoming, in the preservation and dissemination of historical photographs with an internship or similar support from a local educational institution, historical society, or Tribe, for up to one year. The historic Teapot Dome Oilfield Site (48NA831) is a 9,481 acre oil and gas stripper field. The site was the subject of the Teapot Dome Oilfield scandal that began in 1922. In 1974, the Teapot Rock (a visible reminder of the scandal) was listed on the NRHP. The Teapot Dome Oilfield operated under the jurisdiction of the Secretary of the Navy as Naval Petroleum Reserve Number 3 (NPR-3) from 1910 to 1927, and from 1927 to 1976 NPR-3 was closed down. In 1977, NPR-3 was transferred from the Navy to the DOE, and in 1993 the DOE developed the Rocky Mountain Oilfield Testing Center (RMOTC) at NPR-3 to utilize and develop new oil and gas technologies. The project is located in Natrona County, Wyoming. As described in attachment (1) Scope of Work, the Contractor will act as the Project Manager (PM) and shall coordinate and facilitate the development of interpretive materials, including an informational brochure, audio file, and content for a smartphone application and website for the education and entertainment of the general public on the history of the Teapot Dome Site. The Contractor will meet the necessary qualifications and demonstrate experience in conducting similar type work. The Contractor will also assist DOE in developing requirements to support the recording/scanning and curation of artifacts (e.g. photographs) at the Salt Creek museum, Midwest, Wyoming. Attachment two provides a draft project milestones and timeline. Travel required under the performance of these requirements will be paid in accordance with the Joint Travel Regulations guidelines.
