- Pursuant to FAR 15.203(e), the Government is hereby issuing a Letter Request for Proposal (RFP) to AM General for a Multi-Country Foreign Military Sales (FMS) requirement for a quantity of 2,052 each High Mobility Multipurpose Wheeled Vehicles (HMMWVs), 30 each Ambulance Shelters, and Contractor Unique Spare Parts for the Governments of Tunisia, Kenya, Iraq, Afghanistan, Lebanon, and Ukraine. Please provide the information requested for each line item. At time of submission, at a minimum, your proposal must include the following: Complete price breakdown, to include proposed: labor hours, labor costs, material costs, nonrecurring costs, rates and profit related to this action. Documentation supporting the proposed costs, to include: Identification of end item/component acquisition strategy (i.e., competitive vs. sole source), complete price or cost analysis with a determination of reasonableness, copies of quotes or Purchase Orders based on proper quantities/items, labor effort description, and determination of subcontractor responsibility. This request is subject to the availability of funds; there are no commitments to procure any materials or services until a formal contract is issued. We are requesting your proposal by 06 July 2015.
