8(a) Sources Sought (ONLY): 500+ Open 8(a) NSN Drawing Packages DLA Land and Maritime (L&M) is searching for qualified 8(a) contractors who are manufacturers or machine shops for their 8(a) Set-Aide Program. DLA L&M procures spare parts, which are identified by NSNs, for the military customer. Open 8(a) NSNs refer to those NSNs that were assigned to 8(a) contractors who have since graduated from the program and are thus no longer eligible to provide those NSNs. DLA L&M is now striving to reassign those open 8(a) NSNs to current 8(a) contractors who have the capability of providing those NSNs, in accordance with (I/A/W) the drawings and specs. Reassignment is determined on a "first come first serve" basis. Once a contractor has determined it has the capability of providing a certain open 8(a) NSN, they should contact the small business office. Since our 8a review is a manual process, please be patient during this time. After review, if the small business office concurs with the contractor's purported capability, the NSN will be reassigned to that 8(a) contractor. As a result, the small business office will instruct the DLA L&M buying activity to solicit accordingly to set-aside those requirements for those specific NSNs to the assigned 8(a) contractor. DLA L&M's open 8(a) NSNs can be found at http://www.landandmaritime.dla.mil/Offices/smbusiness/sba_8a.asp, bottom of the page. As a reminder, these open 8(a) NSNs only apply to DLA L&M. The DLA L&M small business office only has the authority to address those NSNs. Determining Capability - Data Packages (Drawings) & Specs The purpose of supplying data packages (drawings) and specs to contractors is to give them the opportunity to review and make a business decision as to whether or not they possess the capability of providing specific 8(a) NSNs I/A/W the drawings and specs. Data packages can be accessed through the DLA Internet Bid Board System (DIBBS). The purpose of supplying the data packages is for market research ONLY; active solicitations will be posted on DIBBS. Below are instructions on how to open and review the open 8(a) NSNs set-aside for the program. INSTRUCTIONS: 1. Go to DLA Land and Maritime web site: http://www.landandmaritime.dla.mil OR https://pcf1.bsm.dla.mil/cfolders (start with #5) 2. Go to the side bar and click on DLA/EBS Internet Bid Broad System (DIBBS) 3. Go Technical Data on the right side of the window 4. Go to DLA Collaboration Folders (cFolders) click on "I Agree" 5. Input your user ID and password • If you do not have a user ID or password please call 1-855-352-0001 to obtain one as well as Image R software to open and view data packages 6. Go to the Filter for Solicitation link 7. Type in solicitation number OPEN8ANSNS* all in upper case. • Solicitation "OPEN8ANSNS" is ONLY a dummy solicitation 8. Review nomenclature and sub-folders 9. Click on Material Numbers to access drawings for downloading PLEASE NOTE: These drawing packages are not always current and are only intended to provide vendors with a preview of the data requirements. They will need to be validated prior to use, to support actual DLA solicitations. For additional help in accessing the cFolders please call 1-855-352-0001. Reminder about the these NSNs, if see "No files" in the NSN listing in cFolder, that means that the data for the item is either Mil-Spec/Standard that will have to be acquired from ASSIST, https://assist.dla.mil/online/start/, or the data is a Commercial Spec or Standard that will have to acquired from a subscription service such as Info Handling Services. DLA does not provide this type of data with its solicitations. Creating Visibility and Set-Aside Opportunities Please also complete the following: 1. Manufacturing Capability Survey - Helps DLA L&M become more familiar with your capabilities to produce items we procure 2. Socioeconomic Program Set-Aside Request (SEPSAR) Form - Enable contractors to request an NSN be set-aside for their CAGE Code under one of the SB socioeconomic programs Both forms can be accessed via http://www.dscc.dla.mil/offices/smbusiness under "Current Business Opportunities" In the meantime, please go to DIBBS to search active solicitations, and if any, quote. Don't forget to set up your DIBBS Registration profile to receive solicitation alerts.
