- NOTICE OF INTENT Contract FA4890-13-C-0104, MQ 1/9 Contract Aircrew Training (CAT) and Courseware Development (CWD) ACC AMIC intends to award a modification to CAE USA, Inc., IAW 10 USC 2304(c) as implemented by FAR 6.302-1, Only One Responsible Source to incorporate workload increases at Holloman AFB, March ANGB and Hancock Field ANGB for contract FA4890-13-C-0104, MQ-1/9 CAT/CWD. The contract was competitively awarded to CAE USA Inc. to provide initial Contract Aircrew Training and Courseware Development to prepare aircrews to fly MQ-1/9 in support of Remotely Piloted Aircraft (RPA) combat missions. CAT support consists of academic, training device and classified and unclassified flying instruction, as well as training plan and event lesson plan development. CWD support consists of producing, updating, and revising classified and unclassified Flying Training Unit courseware to support academic, training device and flying instruction. Other tasks include providing scheduling, registrar, computer, console operators, and tactical communications support. The Secretary of Defense has directed the sustainment of 65 CAPs for MQ-throughout end of FY 15, this is an increase/surge of 10 CAPs over baseline of 55 CAPs (an 18.18% increase is crew production, i.e. surge). A modification to the baseline contract is required to add a highly specialized mission support instructor team dedicated to building and conducting robust, realistic combat training scenarios in the simulator for Mission Control Element (MCE) personnel. Without this modification, HAF direction per 2015 Memorandum to normalize and increase training is impossible, while support to the COCOMs continues to be degraded. As a result of this surge, the following annual workload increases will be required: 53,506 hours for Holloman, 16,658 hours for March and 17,337 hours for Hancock. Included in this modification action is increased hours for Launch and Recovery (LR) training and addition of registrar positions at Holloman, Hancock and March. Award of this modification to CAE USA, Inc., will increase the contract value by approximately $48M. The NAICS code for this procurement is 611512, Flight Training. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and no solicitation will be issued; however, any firm that believes it can meet the requirement on 1 Jul 2015 may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement detailed above and at the specified date. Information received by close of business 9 Jun 2015 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition at this time.
