This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Submit written quotes in reference to Request for Quotation (RFQ) reference number FA5209-15-Q-1007. All prospective offerors must submit their written quotes the Required Information and required submittals with the license or certificate stated on the paragraph 1.3.4 on the SOW. Instrution to Offerors are described in the later part of this solicitation. Due to the overseas location of this solicitation, no set-aside will be used. 3. OBJECTIVE The Government contemplates award of a Firm-Fixed Contract (Purchase Order) resulting from this solicitation. North American Industrial Classification Standard (NAICS) code is 561210 (Facilities Support Services). FSC is J034. 4. DESCRIPTION Demolition and Removal Shelving System of Buidling 950 for 374 LRS/LGRM at Yokota AirBase 5. Completion Due Date: 30 days ADC 6. Place of Performance: Building 950 at Yokota Air Base 7. Inspection and Acceptance will be made by the Government at the following location: 374th Logistics Readiness Squadron/LGRM Bldg 950, Yokota Air Base Fussa-shi, Tokyo 197-0001 Japan 8. FOB Desitination of Performance: 374 th Logistics Readiness Squadron/LGRM Building 950 at Yokota Air Base 9. There is no set aside for this RFQ in accordance with FAR 19.000(a) as this contract will be full and open competition. Potential offerres are to provide a quotation for the purchase outlined in Statement of Work (Attachment 1, SOW for Demolition and Removal of Shelving System), which is included as an attachment to this solicitation: - Quotations shall include a total price for the following schedule: CLIN 0001 - 1 LOT - Demolition and Removal of Shealving - Prices shall be all inclusive (i.e., all materials, transportations, labor, warranty, installation, setup, testing, operation insturuments, overhead cost, etc.) 11. INSTRUCTION TO OFFERORS: *If offerors fail to submit the followings, offerors are considered as non-responsible and ineligible for contract award. (i) Company's complete mailing and remittance address. (ii) Offerors shall complete the registration to have their own access for System for Award Management ( https://www.sam.gov/portal/SAM/ ). (iii) Quotations must be valid for a period of no less than 60 days. (iv) Quotations shall include all costs from start to the end performance (v) Quotations shall contain following items: (a) At least one of any licenses stated on the paragraph 1.3.4 on the SOW (Attachment 1) (b) Price Schedule (Attachment 2) (c) Representations, Certifications, and Other Statements of Offerors or Quarters (Attachment 3) 12. EVALUATION--COMMERCIAL ITEMS This is a competitive solicitation for quotations utilizing Lowest Price Technically Acceptable (LPTA). Government will award a contract resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation will be the most advantageous to the Government, price, and other factors considered. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Acceptability: Technical Acceptability is achieved when at least one of any following licenses which are also stated on the SOW at the paragraph 1.3.4 are submitted with quotations: •· General Civil Engineer ( 土木一式工事 ) •· General Building ( 建築一式工事 ) •· Scaffolding, Earthwork and Concrete ( とび・土木・コンクリート工事業 ) •(i) Initially, offers shall be ranked according to evaluated prices. The price evaluation will document for the offers evaluated the completeness, and reasonableness of the proposed price. Incomplete or unreasonable offers shall be rejected and eliminated from further consideration. •(ii) Next, the Government will evaluate the lowest offeror's technical information as referenced in paragraph 2 above. Technical Acceptability for all offerors will be rated as 'acceptable" or "unacceptable" by the government. •(iii) If the offeror with the lowest price meets the Government technical acceptability as defined in above paragraph 2, a contract will be awarded to the lowest offeror with technically acceptable capability. If the lowest offeror fails to meet the Government technical acceptable capability, the Government will then evaluate the next lower offeror in the same manner to determine if they meet the technical capability. This process will continue until an offeror is found to meet the Government technical acceptable capability in ascending order of the low price. There will be no point scores assigned, only "Acceptable" or "Unacceptable" ratings. Table 1, Technical Acceptability Ratings Rating Description Acceptable Quotation meets the requirements of the solicitation. Unacceptable Quotation does not meet the requirements of the solicitation. Note: Only those quotations determined to be technically "Acceptable," either initially or as a result of discussions, will be considered for award. (b) A written notice of award or acceptance of an offer, which will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
