- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5205-15-Q-SC09; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-82, DPN 20150420, and AFAC 2015-0406. This acquisition is for full and open competition; the North American Industry Classification System (NAICS) code is 541690. The Federal Supply Class (FSC) is R425. The Standard Industrial Classification (SIC) is 8999. CLIN 0001: Site Survey, Engineering, and Planning for the Integrated Base Defense Security System Camera and Support Network Installation. The contractor shall be responsible for all work as documented in Phase 1 of the attached Statement of Work. Phase 1 is defined as Project Site Survey, Planning and Engineering. The contractor shall be responsible for all travel, mobilization and incidental costs in order to provide for all deliverables as stated in Section 2 of the attached SOW. All deliverables for Nonappropriated Fund (NAF) and Dormitory facilities identified in Attachment 1 - Base Camera Plan (Exterior) and Attachment 4 - Exhibit B (Add'l Interior & Exterior Camera Requirements), shall be provided no later than 15 July 2015; and, not later than 1 August 2015 for all remaining requirements identified in the Statement of Work and Attachments. Please see the attached documents for complete information regarding the contract requirement: SOW - Camera and Support Network Install Phase 1 Site Survey (8 May 2015) Attachment 1 - Base Camera Plan (Exterior) Summary Scope Assumptions Attachment 2 - Base Maps Attachment 3 - Std Contract Terms - Misawa AB Attachment 4 - Exhibits A (BDOC Upgrade Pkg) and B (Interior - Add'l Ext Camera) Requirements Contractors are welcome to propose alternate delivery dates if they are unable to meet the 15 July 2015 and 1 August 2015 dates. The government will make an award to the contractor that reflects the best value to the government in terms of both delivery date and overall price. EVALUATION CRITERIA: Quotes will be evaluated in accordance with FAR 52.212-2, Evaluation - Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: Price and delivery date with each factor being equal. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
