- SOURCES SOUGHT NOTICE Solicitation Number: HHS-NIH-NIDA-SSSA-SBSS-2015-442 Title: A Centralized IT System for the NIH Blueprint Neurotherapeutics Network (BPN) Classification Code: D - Information Technology Services, including telecommunications services NAICS Code: 541519 - Other Computer Related Services Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting, and making medical discoveries that improve people's health and save lives. The National Institute of Neurological Disorders and Stroke (NINDS), part of the NIH, conducts research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The NIH Blueprint for Neuroscience Research, a consortium of 15 NIH Institutes and Centers that support neuroscience research, established the Blueprint Neurotherapeutics Network (BPN) as a pipeline between the typical endpoint of NIH-funded research and the beginning of industry drug development. Purpose and Objectives: The NINDS requires a centralized, web-based IT system to collect and maintain data from BPN and other NIH-funded projects that will allow users to upload/import, review, download/export, analyze, and visualize data. Scope of Work: The centralized data system will collect and maintain data, which includes, but is not limited to, information on the chemical analogs produced by NIH-funded contractors and PIs (including chemical structures) and data from bioactivity, pharmacology, and toxicology assays. The data will be reviewed and analyzed by members of an LDT, PIs, CROs, NIH-hired consultants, and NIH staff. Some of these users will require access to all projects, while other users must only have access to individual projects. The BPN currently has 5 ongoing projects but is expected that additional projects will launch and discontinue each year. The BPN anticipates reaching a steady state of 5-10 projects at a given time with 3-5 users per project. The IT Contractor shall provide services for each BPN and NIH-funded project utilizing the centralized web-based IT system until each project has been discontinued and the IT Contractor has facilitated the transfer of all data to the relevant PI according to instructions from the NIH Contracting Officer's Representative (COR). The centralized, web-based, IT database hosted on the Contractor's server will provide user-friendly interfaces for entering, uploading/importing searching, downloading/exporting, and visualizing data, as well as software technical support. The intent is to purchase customizable commercial off-the-shelf (COTS) software. Period of Performance Period of performance will be one year from the award date plus four (4) one-year option periods. Capability statement /information sought: The respondent response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to twenty (20) page limit. The 20-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
