Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 86335ELP32 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 443141 with a small business size standard of $11.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-06-19 15:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Antwerp, null 2100 The ELSO - European Logistical Support Office requires the following items, Brand Name or Equal, to the following: LI 001: 220 Volt Washer, Whirlpool 3LWTW4800YQ or similar, meeting at minimum the following specifications: 220V, European SCHUKO plug, minimum 3.2 cu ft (24 lb) capacity, top loading, minimum 4 wash temperatures/4 water levels, minimum 15 wash cycles (when combined with temperature or spin options), ability to limit speed to a maximum between 600 & 700 RPM. English display & manual. Must be safety-tested and certified by an internationally-recognized testing association. Must provide warranty information for coverage worldwide. The Government requests approximately 204 units, which is the estimated quantity to be transported by two 40' container. Depending on model offered, if Seller's quantity to meet FCL varies from 102 units, they shall make this clear in the supplemental information uploaded to this FedBid Buy, and by modifying the Qty and Price accordingly., 2, Container; LI 002: 220 Volt Dryer Whirlpool 3LWED4800YQ or similar, meeting at minimum the following specifications: 220V, hard-wiring power cord or European commercial power cord rated for the sufficient amperage for high-heat output, minimum 7.0 cu ft capacity, front loading, minimum 7 cycles, time control, minimum 4 temperature settings, auto-dry sensor, anticrease setting. Must be safety-tested and certified by an internationally-recognized testing association. English display & manual. Must provide warranty information for coverage worldwide. The Government requests approximately 188 units, which is the estimated quantity to be transported by two 40' containers. Depending on model offered, if Seller's quantity to meet FCL varies from 188 units, they shall make this clear in the supplemental information uploaded to this FedBid Buy, and by modifying the Qty and Price accordingly, 2, Container; LI 003: Freight to ELSO. DOS intends to award Full Container Loads (FCL). **THIS BUY REQUIRES A TWO-PHASE SHIPPING PLAN**. There are two options for delivery. For origin within the USA, FCL freight entails the Government pre-positioning government owned/leased sea containers at a contractor designated point for contractor?s loading. The Government will then independently manage/purchase onward transportation of the loaded container. Contractor must propose costs for receipt and loading of the containers. UNDER THIS TWO-PHASE PLAN, LOADING MUST BE COMPLETE WITHIN 30 DAYS MAXIMUM FOR THE FIRST CONTAINER OF WASHERS & FIRST CONTAINER OF DRYERS. THE FINAL CONTAINERS OF EACH ITEM SHALL BE DELIVERED ON OR ABOUT 30 DAYS AFTER THE FIRST SHIPMENT. For delivery originating outside of the USA, contractor must propose costs for delivery FOB Destination Antwerp, Belgium (following requirements of FAR 52.247-64 where applicable & available). UNDER THIS TWO-PHASE PLAN, THE FIRST CONTAINER OF EACH ITEM MUST BE RECEIVED AT ELSO WITHIN 60 DAYS MAXIMUM, WITH THE FINAL CONTAINER OF EACH ITEM FOLLOWING 30 DAYS LATER. This line does NOT need to be a priced item if Seller has built freight pricing into their offer above, but Sellers must clearly state in this line which shipping option they propose, 1, LT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ELSO - European Logistical Support Office intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ELSO - European Logistical Support Office is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New equipment ONLY, NO grey market or refurbished products. Items must be in original packaging, never used, and not altered in any way. Components of the requested equipment, must be manufacturer-approved and may not be compatible, remanufactured, or refurbished equipment. All items must be covered by manufacturer?s warranty and procured through a manufacturer approved distribution channel. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. The Seller confirms to have sourced all products submitted in this Bid from manufacturer-approved channels for Federal sales, in accordance with all applicable laws and manufacturer?s current applicable policies at the time of purchase. Seller must be able to support both the product sale and product pricing, in accordance with applicable manufacturer certification / specialization requirements. If software is provided or included, Seller shall, upon request, provide Buyer with a copy of the End User License Agreement. Seller certifies that all software is licensed originally to Buyer as the original licensee authorized to use the software. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, extended specifications, delivery information, container loadability/quantities, product origin, etc), as an upload directly via this FedBid Buy, so that they are received no later than the closing date and time for this solicitation. NO submissions will be accepted via email either to the Buy POC or to ClientServices@fedbid.com. Seller must proactively provide information with their quote of the country of origin for the product proposed. For this solicitation, only supplies sourced in North America or applicable TAA origins per FAR 25.401 are acceptable. Failure to **proactively** provide this information will result in a "Non Responsive" bid and removal from award consideration. This Buy provides two options for delivery. Maximum required delivery time is 60 DAYS (FIRST CONTAINER OF EACH MODEL) + 30 DAYS (FINAL CONTAINER OF EACH MODEL) ARO to ELSO's warehouse in Antwerp, Belgium, for all proposals but particularly for supplies originating outside of the USA which shall be delivered directly to ELSO. Alternately, delivery from origin within the USA may be quoted with coordination with the Despatch Agency - NY (Iselin, NJ), but with a *maximum* delivery time for the FIRST SHIPMENT (ONE CONTAINER OF EACH MODEL) WITHIN 30 days for the containers to be loaded and ready for onward forwarding, with a separate shipment of the final container of each item 30 days later. The difference of 30 days between delivery methods will account for the Despatch Agency's onward forwarding to ELSO. Offerors shall make clear their proposed delivery in their uploaded supplemental information. Offerors are encouraged to quote a shorter delivery time, but any delivery in excess of the maximum date for the delivery chosen will be considered unacceptable and removed from award consideration Bid MUST be good for 30 calendar days after close of Buy. All bid prices must include shipping FOB Destination ELSO in Antwerp, Belgium / DA-NY in Linden, NJ. PARTIAL SHIPMENTS SHALL BE PERFORMED AS DESCRIBED IN THIS SOLICITATION AND THE RESULTING PO. Offer shall make clear in their quote any deviation, including if they can only offer FOB Destination to the Department of State Despatch Agency in NY. Contractor will take sufficient precautions and use industry-conforming packing material to ensure product arrives without damage and can sustain handling in and out of multiple warehouses and containers. All shipping must be in accordance with requirements of FAR 52.247-64 where applicable. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. TO HAVE A BID CONSIDERED FOR AWARD FOR BRAND NAME OR EQUAL & MEET OR EXCEED BUYS, ALL VENDORS MUST PROVIDE MANUFACTURER, PART # AND EXTENDED SPECIFICATIONS OF THE EXACT MODEL BEING PROPOSED FOR ALL LINE ITEMS. NO EXCEPTIONS. THE EXTENDED SPECIFICATION SHALL CLARLY ALIGN WITH ALL REQUIRED SPECIFICATIONS OF THIS BUY. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN A 'NON RESPONSIVE' BID AND REMOVAL FROM AWARD CONSIDERATION. ANY SUPPLEMENTAL MATERIAL MUST BE IN ENGLISH Sellers understand that FedBid ranks all Bids by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, unless otherwise specified in the Buy Terms below, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery to the final destination of Antwerp, Belgium, and past performance, as applicable. In order to be considered for award Sellers must offer equipment manufactured for international 220V use only. Conversion adapters shall not be accepted. Seller must specify manufacturer name, part number and specifications for all bids submitted. Additionally, European ("schuko") plugs are required. This may be fulfilled by providing a comparable brand/model with a European plug, or by providing an equivalent amount of European plug adapters (*NOT* Conversion adapters, but simply plug adapters), if offering a model with alternate-style (ie, UK) plugs, packaged with each unit.
