Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quote (RFQ) VA261-15-Q-0723 is issued as a combined synopsis/solicitation for Environmental services in accordance with the Performance Work Statement found in the attached solicitation. This combined synopsis/solicitation is prepared in accordance with simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the solicitation only; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82 effective 07 May 2015. This RFQ is issued as a Total Small Business Set-Aside. The Government anticipates issuing a base award for three months with four option years. The North American Industry Classification System (NAICS) code for this project is 562112, Hazardous Waste Collection. The size standard for this NAICS is $38.5 million. Please see the attached solicitation for: 1. A list of contract line items numbers, quantities, and items; 2.A Performance Work Statement (PWS); 3.Quote Submission Instructions and Requirements (found in 52.212-1 and 52.212-2); and 4.Period of performance. A site visit is not mandatory but HIGHLY recommended. Please see PWS for site visit information. The following provisions and clauses apply to this solicitation and will remain in full force in any resultant award: 1.FAR 52.212-1, Instructions to Offerors (Apr 2014). 2. FAR 52.212-2, Evaluation - Commercial Item (Oct 2014). 3. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Mar 2015). 4. FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2015) 5. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statute or Executive Orders - Commercial Items (May 2015) The clauses listed above are included in this synopsis pursuant to FAR 12.603(c). However, please see the attached solicitation for all applicable clauses and provisions. Quotes are due on June 18, 2015 at 8:00 AM PST.
