- REQUEST FOR INFORMATION BY THE U.S. ENERGY INFORMATION ADMINISTRATION (EIA) The U.S. Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy (DOE). EIA collects, analyzes, and disseminates independent and impartial energy information to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment. EIA is the Nation?s premier source of energy information and, by law, its data, analyses, and forecasts are independent of approval by any other officer or employee of the United States Government. SECTION 1: GENERAL INVITATION The U.S. Energy Information Administration (EIA) is performing market research in support of an upcoming procurement for IT Services. These services will be managed by EIA and are separate from DOE?s IT Services requirements. EIA continually works to enhance its data collection programs, perfect energy modeling techniques and methods, expand energy analysis, and improve publicly available products and services to respond to the needs of stakeholders. SECTION 2: PURPOSE OF RFI AND INFORMATION REQUESTED Pursuant to FAR 52.215-3 Request for Information: The information requested through this RFI will assist the Federal Government in identifying current proven technologies and approaches to IT modernization and addressing challenges associated with integrating with, and migrating from, the legacy environment in a cost-effective manner. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Federal Government will not otherwise pay respondents for any information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18 of the FAR. This RFI does not commit the Federal Government to any supply or service. Although "proposal" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (See FAR Part 19) in their capability statement. SECTION 3: PREREQUISITE REQUIREMENTS The intent of this RFI is to gather market research from responders who have proven experience in the following areas: ?Enterprise Architecture Support - high level enterprise-wide planning as well as project specific activities. EA support covers the full breadth of Federal EA functions and shall be accomplished in a manner consistent with the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) level 2 or higher. ?Cloud Support ? continued support to ensure seamless transition and ongoing maintenance of EIA?s cloud infrastructure, including providing public and private cloud environments to house EIA applications; security of all cloud-based systems and applications; user support; and related Infrastructure as a Service (IaaS), Software as a Service (SaaS), and Platform as a Service (PaaS) capabilities and support as needed. ?Wireless Network Support - support to ensure the security and reliability of EIA?s wireless network. This includes maintenance of the physical network itself, along with recommendations for upgrades as needed; managing network bandwidth in accordance with Departmental specifications and to optimize EIA user needs and accessibility; providing mobile device management of IT devices on the network; and providing network security to ensure protection of sensitive data and information. ?Electronic Record Classification, Storage, and Management - requires its IT Services contractor to comply with DOE Order 243,1B concerning the requirements and responsibilities for creating and preserving electronic records, along with DOE Standard 4001-2000 which provides a recommended method for meeting the requirements and laws pertaining to Records Management. ?Cyber Security ? performed using Federal directives such as EIA?s Program Cyber Security Plan (PCSP), OMB requirements, National Institute of Standards and Technology (NIST) guidelines, and Departmental policies to identify requirements necessary for ensuring the security of sensitive, unclassified information technology assets. ?Systems Development - consists of EIA-developed applications and commercial off-the-shelf applications. This environment shall be built upon accepted standard software engineering principles and shall be consistent with industry, Federal, and DOE development, design, operations, and maintenance methodologies. Software activities shall be accomplished in a manner that provides a consistent, repeatable and secure development environment following a well-documented methodology consistent with the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) level 2 or higher. ?Operations Support Services oServer Administration Support oNetwork Administration Support oDatabase Support ?Server Administration Support ? development, implementation, and testing of a backup and recovery strategy covering the EIA server room, switch closets, Local Area Network (LAN) rooms, and network communication center. The contractor shall prepare, update, and maintain drawings of EIA?s computer facility for the purpose of configuration and change management, security, fire, safety, and physical planning. The Senior E-mail Administrator shall be required to obtain and maintain a Top Secret Clearance (DOE Q Badge). ?Network Administration Support ? Network administration support for all tasks associated with the design, implementation, operation, security, and ongoing maintenance of the EIA Cloud environment, and network LAN /WAN infrastructure supporting between 750-1000 drops. This shall include a 24/7 monitoring of network components. The contractor will provide Voice over Internet Protocol (VOIP) support to EIA activities in this medium. ?Database Support - Database administration activities for Oracle, SQL SERVER, and MYSQL. Database activities include, but are not limited to the following: (1) database creation and modification; (2) performance tuning; (3) backup and restoration; (4) disaster recovery; (5) importing and exporting of data with internal and external sources or destinations; (6) security administration. ?User Support and Workstation Management - staff shall maintain proficiency in the use and application of EIA?s standard desktop suite of tools (e.g., MS operating systems, MS Office, Adobe Acrobat, etc.). Services shall include, but not be limited to the following: (1) respond to customer inquiries concerning hardware, software, network, and cloud access; (2) log and track requests for resolution of hardware, software, network, and cloud access problems; (3) handle installation, maintenance, and repair/replacement of end user hardware and software. ?Administrative / Miscellaneous Support - includes support for many administrative tasks associated with IT support. This effort ranges from software license management to administration of the IT change control process. Other types of support shall be provided as needed, including quality control, reporting, and procurement support. ?Disaster Recovery - activities and exercises run prepare for and test fail-over procedures for IT operations to EIA?s off-site facility in the event of a natural or man-made disaster rendering the DOE Headquarter facility (Forrestal Building) inaccessible to conduct business. ?Data Center Virtualization - EIA expects to leverage recent accomplishments in its data consolidation efforts to further reduce costs, increase hardware utilization, and improve overall infrastructure management. As a result, the agency expects to undertake a long-term initiative to fully virtualize its data center and related components and conform to industry standards. A short-term goal is to improve data back-up and recovery time and reduce reliance on specific products and solutions. The contractor would be required to implement server virtualization, manage the infrastructure, and continuously improve the environment. SECTION 4 - RELEVANT BACKGROUND INFORMATION To accomplish its mission, EIA conducts a comprehensive data collection program that covers the full spectrum of energy sources and energy flows through the point of final end use consumption. EIA also generates short- and long-term domestic and international energy forecasts and performs informative energy analyses. EIA disseminates its data products, analyses, reports, and services to customers and stakeholders primarily through its website. EIA?s major customers include Congress, Federal and State governments, the private sector, the broader public, and the media. The need for unbiased, statistically-sound energy data information has never been greater and EIA?s products and services will continue to help promote sound policy decision making, provide for efficient markets, and generate greater public understanding. Therefore, the primary objective of this acquisition is to ensure that EIA acquires technical resources necessary to accomplish its primary mission. SECTION 5 - TECHNICAL QUESTIONS (5 PAGE LIMIT FOR RESPONSES) 1. Please characterize your offerings as SaaS, PaaS or IaaS cloud services. Describe if your offerings can be provided as a service, on a EIA or Component premise, or both. 2. Describe how your company supports these essential cloud characteristics, as defined by NIST: On Demand Self-Service, Broad Network Access, Resource Pooling, Rapid Elasticity, and Measured Service. Please describe these from both a business process and technical perspective. 3. Are you a vendor that is currently on any Government Wide Acquisition Contract(s)? If so, please provide specific references to which. 4. Please describe your capabilities and experience in each task area and provide any supporting documentation necessary to convey this experience to the Government. NOTE: the supporting documentation MUST prove that you can do these tasks. DO NOT simply state that you can perform these tasks.
