- Description
- The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed-Price modification to order 0011 of Basic Ordering Agreement (BOA) N00019-11-G-0009 to incorporate Engineering Change Proposal (ECP) 14BR015 into 626 LAU-127 Guided Missile Launchers and procure 2174 Fleet-installed retrofit kits to incorporate the ECP into Launchers in the fleet. The LAU-127 is designed to enable F/A-18 aircraft to carry and launch AIM-120 and AIM-9X Missiles. It provides the electrical and mechanical interface between the missile and launch aircraft as well as the two-way data transfer between missile and cockpit controls and displays to support preflight orientation and control circuits to prepare and launch the missile. ECP 14-BR015 incorporates features to prevent the missile from departing the launcher inadvertently. Contract award is anticipated for the fourth quarter of fiscal year 2015. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR intends to award this effort to Marvin Engineering Company Inc. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. Marvin Engineering Co. is the Original Equipment Manufacturer (OEM) for the LAU-127. Marvin Engineering Co. alone has the experience, special skills; proprietary technical documentation; facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Marvin Engineering Co. is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought by visiting Marvin Engineering's website at:www.marvingroup.com. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
