Description
This is a modification to the synopsis entitled CO2 Laser Cutting System which was posted on June 9, 2015. You are notified that the following changes are made: To change the response due date in the text of the synopsis. The National Aeronautics and Space Administration (NASA)- Ames Research Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Fiber Laser Cutting System. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. The purpose of this RFI is to obtain information from industry on potential sources for One CO2 Laser Cutting System with the following characteristics: Power: 1500 watts to a maximum of 3000 watts. System can be new or a demonstration model with 5000 or less hours of total operation. System shall be delivered turnkey (include any required air vacuum systems, water chillers, filters & conditioners, liquid nitrogen dewar, and oxygen etc. assist gas high pressure storage cylinders), installed, tested by manufacturer, 100% operational. System shall include a factory warranty (minimum) 2-year service including all parts and labor for purchase option 1, or for duration of lease on purchase options 2 and 3.Included in any purchase is one week of on-site training for 6 people.Purchase Options; 1.) Outright purchase total cost. 2.) Lease to own.Pay total cost with remaining balance paid in 4 equal payments over 4 years. 3.) Lease to own. 5 equal payments over 5 years. Laser cutter shall be a minimum of 1500 watts to a maximum of 3000 watts. System shall be capable of cutting a 4 X 12 foot (minimum) metal sheet without having to manually reposition the material. The system shall have a stationary table with a gantry type flying laser head that moves in the X, Y, and Z axis with a minimum positioning accuracy of.0004. The system shall be CNC, have a LCD color graphics display user interface and be capable of running/interfacing with SigmaNEST software. The system (Laser) shall be ready to cut material in 30 minutes or less after being completely powered Off for a period of 1 hour to several or more weeks (A Mitsubishi 3015 EXS CO2 Laser class of cutter or similar is desired).Supplier shall provide one week (5 days) of on-site training. Training shall include all manuals, training material and allow for 6 individuals to be trained on how to use the system and perform periodic maintenance. The NAICS code planned for this procurement is 333517, Machine Tool Manufacturing, the small business size standard is 500 employees. The schedule, method of solicitation, type of contract, set aside potential, selection criteria, pricing structure, and other considerations to be used will depend on the NASAs analysis of the responses received from this RFI. This information is being made available for market research planning purposes only, subject to FAR Clause 52.215-3, entitled Request for Information or Solicitation for Planning Purposes. It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. Funding is not available for procurement at this time; this RFI is subject to review or cancellation at any time. Responses to this RFI must include the following information: Company name, address, points of contact, phone number, e-mail, and website (if applicable), and name of parent company (if applicable). Also required is information about the vendors business size, if applicable (i.e., large, small, small disadvantaged, woman-owned, veteran-owned, service-disabled veteran owned), whether the firm is under a GSA Schedule Contract for this product, and which industries the vendor identifies itself with in the North American Industry Classification System (NAICS). Responses to this RFI are due by 4:30 PM Pacific Time on Monday, June 16, 2015. Interested firms are requested to submit their response to this RFI via email only to: Patricia L. Submissions shall be compatible with and accessible using Microsoft Office software applications. It is the responsibility of potential offerors to monitor the Internet site for the release of any future information about this acquisition. Information will be posted on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
