NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on/about June 2, 2015. A Site Visit is planned for June 17, 2015 at the location of work. Site visit point of contact information will be provided with the solicitation. Description: The purpose of this contract is to secure services for collecting Douglas-fir and ponderosa pine cones from five seed orchards. This cone collection is vital to the Region 5 Genetic Resources Program to replenish the Forest Service's seed bank with genetically selected seed to comply with the Forest Service's ecological restoration intent. The Contractor shall determine acceptable levels of sound seeds per cone and optimal seed maturity. This is imperative for collecting the right trees at the right time. In coordination with the COR, the Contractor shall exercise good judgment during the course of the collection to obtain cones with a high level of sound seeds per cone at optimal maturity. Cones with a high level of insect infestation shall not be collected. The Contractor shall quantify levels of sound seeds per cone and verify seed maturity tree prior to collection. Experience with aerial lifts is required. Work Dates: The work is dependent upon tree maturity and weather conditions but in general terms shall be completed between July 15, 2015 and August 30, 2015. Location: Work area is the Genetic Resource and Conservation Center located at 2741 Cramer Lane, Chico, CA 95928 within the Mendocino National Forest in Butte County, California. Set-Aside: This project is 100% set aside for small business. Response Location: Offers will be accepted by email, by fax or by post/delivery to the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than time and date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) to receive award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. A new SAM Entity can take approximately 10 days to process after a vendor completes the application. Award may or may not be delayed while a vendor's SAM Entity pends Activation depending on what is in the best interest of the Government. Therefore any interested quoter without an Active SAM Entity is encouraged to initiate Activation or Renewal as soon as possible.
