Description
This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. The Army's Mobile Health Care Environment (MHCE) System is a bi-directional, secure mobile messaging system developed through a formal, sanctioned governance process known as the Devense Business Certification (DBC) Process to provide the Army Medical Department (AMEDD) with a platform to provide patient to provider interactions, patient to system interactions, provider to provider interactions and provider to system interactions. The MHCE system is a hybrid of government off-the shelf (GOTS) technologies and commercial-off-the-shelf (COTS) technologies which are interoperable. The entirety of the COTS elements of the MHCE system must address four vital functions: 1. Provides a mobile application platform (APP) capable of supporting all current major industry mobile operating systems and a select number of feature phone run-time environments. 2.Provides secure mobile content management with a dynamic publication mechanism through MHCE system settings. 3.Provides mobile application protection (MAP) featuring encryption of data at rest and in transit. 4.Allows for seamless integration with biosensor technologies for home health monitoring that leverages a quote mark bring your own sensor quote mark (BYOS) Model. The mobile application platform function provides a means to convey information to mobile devices, based on their specific runtime environment or operating system, including but not limited to Android OS, Apple OS, Windows OS, Blackberry OS and JAVA. These four vital functions are achieved by the inter-relationships of several COTS-based software elements, provided to the government as an integrated software service package, which is then incorporated with the GOTS portion of the MHCE system. The resulting system, in turn, achieves a HIPAA compliant solution. See Attachment
