- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FedBiz Ops W9124Q-15-Q-IHSR Synopsis/Solicitation for Survivability, Vulnerability and Assessment Directorate - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFQ) and the reference number is W9124Q-15-Q-IHSR. The Offeror must be an authorized dealer and must quote on all or none basis. Written quotes are required (oral offers will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items. The Survivability, Vulnerability and Assessment Directorate at White Sands Missile Range has a requirement to purchase component/microcircuit informational databases systems necessary to provide SVAD personnel technical information to conduct radiation survivability analysis and obsolescence management research. Mission and Installation Contracting Command (MICC) - White Sands Missile Range (WSMR) intends to issue a five (5) year Indefinite Delivery - Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) CLINs. A minimum order of $100,000.00 will be placed upon award. If there are other databases that the vendor would like to price and add to their proposal for review and possible future orders, please include them with your quote. Quote will include pricing for current Base year and 4 out Option years. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the best value - lowest price technically acceptable for the Government and conforming to the solicitation. Please include with your quote your Business size, CAGE Code, DUNS, Tax Identification Number, FOB Destination, and Discount Terms. This is a full and open competition. The NAICS Code is 519130 and the size standard is 500 employees. All quotes must meet or exceed the specifications of the following 'IHS databases: 4D Online, BOM Manager, Parts Universe, PCNalert, and Haystack Gold. See the attached SOW for detailed specifications. MEET OR EXCEED SUBMISSIONS SEND SPECS WITH BID. Quotes that do not include sufficient technical information will be considered non-responsive and will not be considered further for award. The following clauses and provisions are applicable to this solicitation. FAR 52.212-2, Evaluation--Commercial Items (Jan 1999), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet or exceed the Government's requirement and (2) price. The Government intends to award to one vendor on an all or none basis. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
