Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (SEP 2003) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 6.302. The name of the company the Government intends to award a contract to is AMZ Manufacturing Corporation; 2206 Pennsylvania Avenue; York, PA 17404-1790. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (End of clause) (ii) The solicitation number is W911QX-15-T-0131. This acquisition is issued as an Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. (iv) The associated NAICS code is 332813. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): {insert CLIN No(s)., DESCRIPTION(s); QTY(s); and UNIT(s).} CLIN 0001 Phase II Evaluation of Non-chromate Anodizing Stripping Solutions (200 Aluminum Specimens and Modifications of Specimens) (vi) Description of requirements: Performance Work Statement (PWS) Anodized Aluminum Stripping and Plating 2/12/15 C.1 Background- The Army Research Laboratory's (ARL) Weapons and Materials Research Directorate (WMRD), Materials and Manufacturing Science Division (MMSD) has been tasked to eliminate chromic acid from the anodic coatings stripping process. The project, under the Toxic Metal Reduction program has two phases of testing. Phase I shall investigate the most viable alternatives to remove type II and III anodizing, while phase II shall examine alternatives that remove Type I and Tartaric Sulfuric Acid anodizing (TSAA). Tasks outlined in phase I shall be executed by the contractor under contract number W911QX-14-P-0478. Tasks outlined in phase II shall be executed under this effort using the identical processes and equipment established in phase I. The successful results of this project will be implemented Army wide. C.2 Objective- The objective of the project is to identify a replacement for hexavalent chrome for stripping anodic coatings from aluminum alloys. It is DoD policy to minimize hexavalent chromium (an anti-corrosive) in items acquired by DoD (deliverables and construction material), due to serious human health and environmental risks related to its use. Executive Order 13423, section 3, paragraph (a) requires that the heads of agencies reduce or eliminate the acquisition and use of toxic or hazardous chemicals. Executive Order 13514 requires that the heads of agencies are responsible for quote mark reducing and minimizing the quantity of toxic and hazardous chemicals and materials acquired, used, or disposed of quote mark (DFARS 223.7301 Policy). C.3 Requirement- C.3.1 The Government (ARL investigators) will be present during the execution of this effort to oversee the processing of experimental application and subsequent stripping of various coating of existing military specification. This Government presence is necessary to ensure process consistency. The contractor shall coordinate with the Government Point of Contact (POC) listed on the award document. C.3.2 The Contractor shall utilize guidelines established, in conjunction with and approved by ARL investigators (in writing), to develop an appropriate process and candidate for the replacement of hexavalent chromium strippers for anodized aluminum in accordance with (IAW) the specification MIL-A-8625 - ANODIC COATINGS FOR ALUMINUM AND ALUMINUM ALLOYS. C.3.3 The Contractor shall proceed as instructed in a Government established test matrix, completed during the first phase of testing, of actions to modify anodizing, plating and stripping procedures to obtain the requisite results with limited substrate modification. The test matrix may subsequently be revised by the Government dependent upon the outcomes of these actions. C.3.4 The Contractor shall strip 480 flat aluminum panels using control and alternative methods prescribed by ARL during phase I of this effort. C.3.5 The Contractor shall strip 72 fatigue samples using control and alternative methods prescribed by ARL during phase I of this effort. C.3.6 The Contractor shall reanodize stripped aluminum panels and fatigue specimens (C.3.4 and C.3.5) for ARL characterization. C.3.7 The Contractor shall anodize 288 flat aluminum panels in accordance with ARL instructions after completion of tasks outlined in C.3.4, C.3.5 and C.3.6. (phase I). C.3.8 The Contractor shall anodize 48 fatigue samples in accordance with ARL instructions during phase II of this effort. C.3.9 The Contractor shall strip 240 flat aluminum panels using control and alternative methods prescribed by ARL during phase II of this effort. C.3.10 The Contractor shall strip 36 fatigue samples using control and alternative methods prescribed by ARL during phase II of this effort. C.3.11 The Contractor shall reanodize stripped aluminum panels and fatigue specimens (C.3.9 and C.3.10) for ARL characterization. C.3.12 The Contractor shall provide the Technical Point of Contact a Final Report detailing all objective quality evidence discovered during Phase I and Phase II of this effort. The final report shall be submitted by electronic means in MS Word format. The Contractor shall ensure the Final Report includes at a minimum the following: the echemical history of the processing line, bath temperature, titrations, additions, pH, and a step-by-step account of how baths were maintained. C.3.13 Contractor format for the above listed reports is acceptable. All reports/documents must be marked with the distribution statement listed in section C. C.3.14 Facility Access- The Contractor shall allow access to ARL during the execution of the contract. As this is a research effort, it is essential that ARL investigators be present during all phases of preparation and testing in order to observe, record, and modify (in-situ) as necessary to optimize the processes, assure repeatability, and reduce variables as much as practical. C.3.15 Experimental Production Line- The Contractor shall have a full experimental size anodizing line that includes stations for detergent washing, rinsing, etching, desmutting, anodizing, post rinsing, and sealing. The Contractor shall ensure the experimental line is set up such that adjustments and interruption in process can be made on an as needed basis. C.3.16 Fixturing- The Contractor shall have special plating fixturing capability to accommodate non-typical R.R. Moore fatigue specimens. C.3.17 Certification- The Contractor shall have National Aerospace and Defense Contractors Accreditation Program (NADCAP), certification to ensure a dependable Quality Assurance system consistent with other Government facilities and contractors that are ISO or NADCAP certified. C.3.18 Materials- The Contractor shall provide all materials necessary to meet deliverables as listed in section C.4, with the exception of the R.R. Moore fatigue samples which will be fabricated by ARL machine shop and provided to the contractor no later than (NLT) 30 days after contract award. The R.R. Moore samples shall be utilized for high cycle fatigue tests for determining if anodized coatings strippers have any detrimental effects on the fatigue strength of the aluminum alloys. C.4 Milestones/Deliverables AVAILABLE UPON REQUEST Shipping: The Army requires the aforementioned specimens and modifications to be delivered to FOB. (vii) Delivery is required by NLT 180 days after contract award. Delivery shall be made to US Army Research Laboratory Aberdeen Proving Ground, MD. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: None.
