- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E134, Rockville, MD 20852. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) biophysics section, Center for Molecular Microscopy (CCR), plans to procure on a sole source basis a service contract for government-owned Zeiss Nvision NV40, Focused Ion Beam/Scanning Electron Microscope (FIB/SEM), serial # 3835, from Carl Zeiss Microscopy, LLC, One Zeiss Drive, Thornwood, NY 10594. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be from July 1, 2015 to June 30, 2016. It has been determined there are no opportunities to acquire green products or services for this procurement. This contract is a renewal of an ongoing service contract for this instrument. Part of the lab's mission for the NCI, the Laboratory of Cell Biology (LCB), Center for Molecular Microscopy (CMM) is to answer biological questions at the cellular level using 3D imaging techniques. The Focused Ion Beam/Scanning Electron Microscope (FIB/SEM) images whole cells, tissues, and bacteria by serially ionizing and imaging through an entire sample continuously, tens of microns, for many days. The instrument is often run 24 hrs several days per week and requires maintenance by factory-trained, personnel to maintain this continual cycle. Contractor shall perform one (1) preventive maintenance inspections during the contract period. Service shall be performed by factory trained Field Service representatives. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. One on-site, emergency repair service visit shall be provided during the term of this contract at no additional cost to the government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday during normal business hours excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall within forty-eight (48) hours furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for PMI. Carl Zeiss Microscopy is the manufacturer of Electron Microscope Nvision 40 and holds the warranty on many of the parts. The nature of NCI research requires utilization of NCI instrumentation around the clock and often over weekends. Thus, NCI scientist cannot afford lengthy periods of down-time. Carl Zeiss Microscopy has manufacturer-trained service engineers on site Monday through Friday. There are no independent companies that employ Carl Zeiss-trained service engineers that can get parts from the manufacturer without a delay. Thus based on this information, Carl Zeiss Microscopy is the only known source for this service contract. Furthermore, only a Zeiss maintenance agreement provides access to unlimited phone support and onsite training by qualified service engineers and application specialists including preparation of macros for specialized experiments. Such support and continuous training are essential because of the sophistication level of the equipment. A maintenance agreement also guarantees elective enhancements and upgrades to existing equipment followed by complete performance check of the entire system. In addition to this, a maintenance agreement with Zeiss covers reinstallation of software if necessary. For the aforementioned reasons, Carl Zeiss is the only known source for this procurement. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a capability statement, proposal, or quotation which will be considered by the agency. The responses and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST on June 19, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration in Sam.gov including certification in the Central Contractor Registration and the Online Representations and Certifications Applications.
