- draft PWS Draft COI Description: THIS IS A SOURCES SOUGHT SYNOPSIS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Health and Ecological Criteria Division (HECD), which is under the Office of Science and Technology (OST) and within EPA's Office of Water (OW) requires contractor support in collecting and evaluating the state-of-the-science for specific microbial and toxicological pollutants; assisting HECD in all aspects of the assessment of human health risks from specific microbial and toxicological pollutants; and, providing support for the development of human health water quality criteria, health advisories, screening level benchmarks, maximum contaminant level goals for pollutants in drinking water, implementation guidance support for ambient water quality criteria, and standards for use or disposal of biosolids and other media, to support evaluation and control of pollutants. The mission of the United States Environmental Protection Agency's Office of Water (OW) under the Safe Drinking Water Act (SDWA) and the Clean Water Act (CWA) includes protecting the public health from the adverse effects of pollutants (e.g., natural and anthropogenic chemicals, pathogens and their toxins) in media such as ground and surface waters, drinking water, wastewater, biosolids/sewage sludge, and sediments. In fulfillment of this mission, OW's Office of Science and Technology (OST) conducts ecological and human health risk assessments to support decision-making and develops effluent guidelines, human health criteria, health advisories, screening level benchmarks, maximum contaminant level goals, standards for use or disposal of sewage sludge and other products to support evaluation and control of pollutants in various water media. The resultant services will include collecting and evaluating the state-of-the-science for specific microbial and toxicological pollutants; assisting HECD in all aspects of the assessment of human health risks from specific microbial and toxicological pollutants; and, providing support for the development of human health water quality criteria, health advisories, screening level benchmarks, maximum contaminant level goals for pollutants in drinking water, implementation guidance support for ambient water quality criteria, and standards for use or disposal of biosolids and other media to support evaluation and control of pollutants. The purpose of this announcement is to identify potential businesses with the capability to perform all of the requirements defined in the attached draft Performance Work Statement (PWS). The North American Industry Classification System (NAICS) code for this requirement is 541620 Environmental consulting services with a size standard of $14 Million. This industry comprises establishments primarily engaged in providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials. Interested parties are invited to submit a capabilities statement, which is limited to 10 pages, and no smaller than a 12 point font. Standard brochures are not acceptable. Interested parties should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery.If a requirement is solicited as a small business set-aside, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. The proposed contract will have a base period consisting of 12 months with four (4) option periods of 12 months each, for a total potential period of performance of five (5) years. Approximately 5,045 LOE hours are anticipated for each contract period for a total of 25,225 hours in total for all periods if all the potential LOE hours are realized. It is anticipated that a cost plus fixed-fee/term contract will result from this solicitation. This is a follow-on requirement, of the current EPA contracts EP-C-10-030 with Tox Services and EP-C-11-005 with ICF. Significant potential exists for an organizational conflict of interest (COI) under any resulting procurement. Therefore for informational purposes areas of concerns are identified in the Attachment "Draft COI". Any interested firm should submit information which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures alone will not be considered a sufficient response to this Sources Sought Synopsis. The information should include: size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, point of contact, telephone number, email and interest in proposing on the solicitation when issued. Additionally, interested parties should include a discussion of the capability of their accounting system or ability to implement a cost accounting system required of a cost-type contract. Previous experience with cost-type government contracts should be discussed. Interested parties should describe their ability to provide all necessary labor, materials, services, equipment, and facilities in support of the efforts required by the draft PWS. EPA reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner EPA determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. EPA will review said information and safeguard it accordingly. The Government will not pay for any information that is provided in response to this announcement, nor will it compensate any respondents for the development of such information. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL.
