- Indefinite Delivery Contract for Hazardous Waste Operations and Spill Support Services for Projects Within the Geographic Boundaries of the Southwest Division (SWD) and Projects Assigned to the Southwest Division, Primarily Located at Fort Bliss, Texas in accordance with UAI Subpart 7.1 and ER 5-1-10 All questions regarding this SYNOPSIS should be submitted in writing to the following E-Mail address: Brenda.K.Anderson@usace.army.mil. This Acquisition is to be competed as an 8(a) set aside for an Indefinite Delivery, Single Award Task Order Contract. This synopsis is for the purpose of a pre-solicitation notification only. The Tulsa District, US Army Corps of Engineers intends to issue Solicitation #W912BV-15-R-0051 for a Firm-Fixed-Price, Indefinite Delivery Contract for the procurement of Hazardous Waste Operations and Spill Support Services for Projects Within the Geographic Boundaries of the Southwest Division (SWD) and Projects Assigned to the Southwest Division, Primarily Located At Fort Bliss, Texas in accordance with UAI Subpart 7.1 and ER 5-1-10. The solicitation will be issued as a competitive 8(a) Small Business procurement. The North American Industrial Classification System (NAICS) Code is 562112 and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is 38.5 million dollars. The solicitation will be issued via Internet only on the FebBizOpps Website at http://www.fbo.gov. Notification of amendments shall be made via FebBizOpps only. It is the contractors' responsibility to check the above-listed internet address daily for any posted changes to the solicitation. Any amendments issued to the solicitation must be acknowledged by potential offerors. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. This requirement is to collect and/or haul hazardous, non-regulated, and universal wastes within a local area and/or operate hazardous waste transfer stations. The period of performance completion date for the IDC will be for a base period of 3 years and a two year option period. The purpose of this contract is to provide a full range of environmental and related services that may include full time on-site support services associated with the management of hazardous, non-regulated, and universal wastes for projects assigned to the Tulsa District, U.S. Army Corps of Engineers (USACE) as approved in accordance with UAI Subpart 7.1 and ER 5-1-10. Work to be performed under this contract may include, but not necessarily be limited to collecting and/or hauling hazardous, non-regulated, and universal wastes within a local area; operating hazardous waste transfer stations; volume reduction and recycling and/or disposal of generated wastes; maintaining compliance with environmental regulations and permit requirements; and sampling, analyzing, inspecting, treatment, labeling, packaging, record-keeping, manifesting, and providing relevant supplies and limited spill response. Types of wastes to be managed may include, but not be limited to petroleum-oil-lubricant (POL), toxic waste as defined by Toxic Substances Control Act, freon, and polychlorinated biphenyls. The successful offeror will be selected utilizing source selection procedures with Best Value Trade Off. The Government intends to award a Firm-Fixed-Price contract resulting from the solicitation to the responsible offeror who's Technical Proposal conforms to all solicitation requirements and offers the Best Value to the Government. Solicitation issue date is on or about 24 June 2015. Proposals are anticipated to be due on or about 24 July 2015. Contractors must be registered and current with System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: http://www.sam.gov.
