- Description
- Dixie Services has been the sole provider of Piston Aviation Fuel Initiative (PAFI) Testing performed for the Federal Aviation Administration (FAA) to date; the FAA has a testing requirement at this time, testing that is a follow on requirement resultant from testing performed under single source procurement DTFACT-14-P-00240, awarded to Dixie Services on November 18, 2014. It is imperative that the follow on requirement be awarded via single source to Dixie Services to maintain the integrity of prior testing results, which will be used for further testing. Further, as affirmed in the single source documentation for the aforementioned single source procurement, Dixie is the only independent laboratory in the country that can perform all four American Society for Testing and Materials (ASTM) methods for rating the combustion characteristics of motor, diesel, and aviation fuels, in addition to blending 55 gallon drum quantities of fuel onsite. It is paramount for scientific accuracy that the same facility be used for testing and blending. It is critical for PAFI work that the independent laboratory have experience with both ASTM D2700 motor octane (D2700) method testing, all procedures, for fuels above and below 100 MON, and ASTM D909 supercharge rich performance number (D909) testing for piston aviation fuels including for experimental high-aromatic and unleaded base fuels. Dixie also provides specialized drum quantity leaded, unleaded, and specialty chemical blending for the Federal Aviation Administration (FAA) Technical Center ™s testing needs. Experimental and novel fuels have been found in previous testing to perform differently than normal in these tests, therefore experienced test facilities are required to insure the validity of results. Dixie Services has been testing experiment, novel, alternative and unleaded aviation gasoline since 2002 and to the best of the FAA ™s knowledge, is the only facility available to meet all of their testing and blending needs. This requirement is not available for competition. Any comments must be addressed to the Contracting Officer in writing, to Lori.McLaughlin@faa.gov by 4 pm local time on June 12, 2015. No phone calls, please.
