- SOW Evaluation Factors and Methodology Instructions to Offerors (i) The Bureau of Labor Statistics, contemplates issuing on a competitive basis, a firm fixed price purchase order for the purpose of occupational dynamics technical assistance to support the Occupational Requirements Survey, a proposed establishment survey to be conducted as part of the National Compensation Survey under contract with the Social Security Administration. The purpose of the survey is to collect the following information on occupations in the U.S.: vocational preparation, cognitive requirements, physical requirements, and environmental conditions. As part of this effort, research is currently being conducted within the Office of Compensation and Working Conditions (OCWC) on changes in occupational requirements over time. (ii) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as Request for Quote (RFQ) No. DOL-BLS-15-Q-00030. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. This solicitation is unrestricted and open to all qualified, responsible businesses and will be conducted in accordance with FAR Part 12 and Part 13. The North American Industry Classification System code is 541720. The small business size standard is $20.5 million, though this solicitation is being competed as unrestricted. FAR PROVISIONS: (iv) The provisions at 52.212-1, Instructions to Offerors-Commercial Items. Please review the attached Instructions to Offerors document. Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: (v) EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote will be the most advantageous on the basis of technical capability, past performance and price (b) Please review the attached Evaluation Factors and Methodology document. FAR CLAUSES: The provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I applies. Offerors shall be registered in the System for Award Management (SAM) at www.sam.gov. Also in accordance with the clause, all prospective Offerors must be actively registered in the System for Award Management prior to award. (vi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. (vii) FAR Clause 52.252-2 applies to this acquisition, specifically the following cited clauses: 52.202-3, 52.203-5, 52.203-7, 52.204-13,, 52.213-1, 52.217-8, 52.217-9, 52.222-99, 52.225-25, 52.228-7, 52.229-3, 52.229-4, 52.232-1, 52.233-1, 52.233-2, 52.233-3, 52.233-4, 52.244-6, 52.245-1, 52.249-1, 52.249-8.
