Description
SF-18 Variable Rate Irrigation System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation no. AG-81J8-S-15-0606 is issued for a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This procurement is 100% set-aside for small business. The NAICS code is 333111 – Farm Machinery and Equipment Manufacturing and the small business size standard is 500 employees or less. Site Visit: A site visit will be conducted on Tuesday, June 16, 2015, promptly at 9:00 am PST. All interested sources are to meet and register in the main lobby. Site visit will be conducted by Kelly Thorp. Site Location: USDA-ARS 21881 N. Cardon Lane Maricopa, Arizona 85138 The USDA, ARS, Arid-Land Agricultural Research Center requires a Variable Rate Irrigation System installed on a Zimmatic Lateral Move Irrigation System by Lindsay, as follows: The Zimmatic Lateral Move Irrigation System is a 6-span lateral move with an 85-foot extension driven by a four-wheeled, diesel-powered tractor with approximately 350 drop hoses. Installation of a variable-rate irrigation (VRI) system on the existing Zimmatic Lateral Move Irrigation System will allow each nozzle to be individually controlled to permit maximum flexibility for customized application of irrigation water to agricultural research plots. Solenoid valves will be installed on the gooseneck above each of the 350 drop hoses. The valves will be wired to control boxes located above each tower. A main VRI panel will be added near the existing control panel of the machine, which will communicate variable-rate prescription map information to each control box. The main VRI panel must communicate via wireless radio link to desktop computers up to 1 km away and via cellular link to mobile phones. Software for uploading VRI prescription maps will be needed. The VRI system will allow researchers to design VRI prescription maps, upload the maps from either their cellular phone or desktop computer to the control panel of the irrigation system, conduct VRI applications with the Zimmatic existing irrigation machine, and monitor system performance metrics remotely. The Contractor shall provide 24-hours turnaround on repairs. Contractor shall provide 1-year warranty and operation training. Delivery to the USDA, ARS, Arid Land Agricultural Research Center, 21881 N Cardon Lane, Maricopa, AZ and operation training, shall be complete and accepted within 60 days of award. Award will be made to the quote that most conforms to the government’s need – Lowest Price.
