- This is a Source Sought Notice for market research purposes to determine the capability of all business sizes, large and small, that possess the ability to develop an Integrated Data Acquisition System (IDAS) that utilizes Android tablets, Bluetooth technology and a centralized database for data acquisition. The Alaska Fisheries Science Center (AFSC) performs groundfish surveys that are a critical source of fisheries independent data for stock assessments and ecosystem monitoring, however data flow and acquisition limit the speed and accuracy of data collected. The increased complexity of NOAA's fisheries and ecosystem surveys have prompted the AFSC to recently develop an Integrated Data Acquisition System (IDAS) that utilizes Android tablets, Bluetooth technology and a centralized database for data acquisition. However many of the devices we hope to adopt use keyboard or stylus input which limits the full development of IDAS due to demands of constant interactions with a touchscreen. The system required must integrate Voice Recognition technology (VRT) to provide the freedom to collect data in a "hands-free" environment. The IDAS will require a software developer to provide the technical capabilities to custom develop our voice recognition software and hardware. The successful integration of VRT into NOAA's application can be shared with other Fisheries Science Centers and their own survey needs. The contractor shall provide all personnel, equipment, materials, etc to develop this system. The objective of this project is for a voice recognition application to be developed specifically for the IDAS system and to assist in development and guidance on best practices for using Bluetooth headsets with Android tablets. The resulted efforts will be a developed VTR for NOAA's android software that will: 1)allow data to be entered virtually hands free 2)allow audio feedback to the scientist confirming accurate data entry 3)allow data entry as well as application navigation through voice commands 4)identify the appropriate hardware and Bluetooth technologies and best practices to be coupled with the tablets and our data acquisition software The NAICS code for this procurement is 541512 with a corresponding size standard of $27.5 million. This Sources Sought Notice is not a request for competitive proposals. No solicitation exists for this requirement; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Please submit a capability statement that demonstrates the expertise and required abilities to provide these services no later than June 19, 2015 at 10am Pacific time. As stipulated in FAR 5.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a small business set-aside, full and open competition, or sole source procurement.
