- Description
- The United States Department of Veterans Affairs (DVA), Great Lakes Acquisition Center (GLAC) has a requirement to repair the existing 5kv Automatic Transfer Switch (ATS) in building 5, replace nonfunctioning Eaton IQ Transfer Controller and program, and replace two nonfunctioning IQ Analyzers and program. All work will be performed at the Edward J. Hines Jr. VA Hospital. Description of Services: Contractor is to provide all labor, tools, equipment, and materials to repair and provide preventive maintenance to the existing 5kv ATS switch AT Bldg. 5. Contractor will replace existing non-functioning Eaton IQ Transfer Controller with a new Eaton ATC-600 Automatic Switch Controller and program. Replace two non-functioning IQ Analyzers with new IQ Analyzer 6610's and program both. Perform preventive maintenance on the existing 5kv ATS gear and it's components including breakers. Verify existing repaired ATS is in working order with a utility load transfer test. Contractor is responsible for all safety equipment needed to perform this work. Contractor will fence the site while under construction. Contractor shall be responsible to restore all areas to existing state (Walls, Windows, Landscape, etc.). This procurement is set aside for a 100% small business concerns. The NAICS code for this procurement is 238210; Small Business Size Standard is $15 million. It is anticipated that award will result in a single award firm-fixed price contract. This is a standalone contract for commercial services. Award will be made based on Best Value with Trade Offs responses. All responsible offerors may submit an offer for this requirement. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov within the next 5 days. All service disabled veteran owned small business must be CVE registered. Paper copies of the solicitation will not be issued. The Solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due July 07th 2015 by 12:00 P.M. CST. EMAILED SUBMISSIONS WILL BE ACCEPTED. IF MAILING PROPOSALS MUST BE MAILED TO THE CONTRACTING FACILITY LISTED IN THE REQUEST FOR QUOTES.
