Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR Subpart 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written request for quotation (RFQ) will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Federal Business Opportunities (FBO) (https://www.fbo.gov) and Navy Electronic Commerce Online (NECO) (https://www.neco.navy.mil/). The RFQ number is N00604-15-T-3080. This RFQ documents and incorporates provisions and clauses in effect through FAC 2005-81 and DFARS Publication Notice 20150406. It is the responsibility of the offeror to be familiar with the applicable clauses and provisions. The NAICS code is 721110 and the Small Business Standard is $32.5M. This is a competitive, unrestricted action. The Small Business Office concurs with this acquisition strategy. The NAVSUP Fleet Logistics Center Pearl Harbor Regional Contracting Dept. requests responses from qualified sources capable of providing the following contract line items: CLIN 0001: Chiefs of Defense (CHOD) Conference Meeting Rooms and Conference Services, one (1) Group CLIN 0002: Telecommunications Services, one (1) Group CLIN 0003: CHOD Billeting and Parking, one (1) Group All services are clearly defined in the performance work statement “ Attachment 3. Wage Determination 96-0259 revision 29 dated 22 Dec 2014 applies. This announcement will close at 12:00 PM Hawaii Standard Time (HST) on 9 July 2015. Inquiries regarding this RFQ are due no later than 12:00 PM Hawaii Standard Time (HST) 23 June 2015 and must be submitted in writing to Patricia Murakami, email patricia.murakami@navy.mil. Responses to inquiries will be posted on FBO and NECO as early as practicable. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors “ a combination of price, a determination of responsibility/technically acceptable low quote, satisfactory past performance and the ability to provide the services and lodging listed in ATTACHMENT 5. Those services in ATTACHMENT 5 will not be evaluated for cost or price, but shall be evaluated as part of technical acceptability. The services defined in ATTACHMENT 5 are enforceable under the resultant contract. System for Award Management (SAM). Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s), FOB point, a point of contact, name, e-mail and phone number, business size and payment terms. Quotes shall not exceed 20 pages. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements in the performance work statement, which is provided as Attachment (1). The offeror shall submit, as part of their quote, information on previously performed contracts or on-going contracts that are similar in scope to the performance work statement in the RFQ performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the services were performed and the telephone number and e-mail address of a contact for each contract listed. The offeror should not describe past performance history in the quote. In addition, the government will utilize the Dept. of Defense-endorsed Past Performance Information Retrieval System (PPIRS) to retrieve contractor performance information. PPIRS is a web-enabled, enterprise application that provides timely and pertinent contractor past performance information. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. The offeror should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the offeror ™s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ.
