Description
NOTICE TO OFFERORS: FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION, EITHER BEFORE OR AFTER THE PROPOSAL CLOSING DATE WITH NO OBLIGATION TO THE OFFEROR. FAR CLAUSE 52.232-18, AVAILABILITY OF FUNDS, WILL BE INCORPORATED INTO THE SOLICITATION. TITLE: Repair Runway 15/33 Maxwell AFB, AL. Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 will issue a Solicitation for Repair Runway 15/33 Maxwell AFB, AL. Contractor shall provide a complete design for the repair of several deficiencies on the airfield. All work shall be in conformance with the drawings and specifications and applicable codes, standards and regulations and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary and incidental thereto. As required by FAR Subpart 36.301, this requirement will be solicited competitively using two-phase design build selection procedures. The proposed solicitation will be set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms performing in the North American Industry Classification System (NAICS) Code 237310 (Highway, Street, and Bridge Construction), with a size standard of $36,500,000.00. Only SDVOSB firms that adhere to the industry size standard for NAICS Code 237310 will be considered for award. Award of this contract will be made utilizing competitive best value source selection procedures. A single award Firm-Fixed Price type contract will be awarded. The Government reserves the right to award without discussions. Contractors must be capable of securing bonding for the total proposed amount. The Phase One written technical proposal will address Technical Approach / Acceptability, Past Performance, and Design-Build Technical Approach. Phase Two of the solicitation shall be comprised of a price proposal, which will be evaluated separately. The Phase Two proposal will address the offeror's design build solution for this project. The written price proposal shall set forth the offeror's price for this acquisition. IAW Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. The solicitation is projected to be issued on Federal Business Opportunities (FedBizOpps), https://www.fbo.gov, on or about June 15, 2015. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted.
