- This synopsis provides notice that the Space and Naval Warfare Systems Command (SPAWAR), on behalf of Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) Navy Communications Program Office, Code PMW/A 170 intends to solicit a proposal on a sole-source basis from the incumbent, General Dynamics Mission Systems (GDMS) of 8201 E McDowell Rd, Scottsdale, AZ, 85257, on the existing sole source contract (N00039-10-C-0069) for a follow-on contract for the Digital Modular Radio (DMR) program. This follow-on contract will require GDMS to manufacture, test and deliver up to 408 DMRs, ancillary High Frequency Distribution Amplifier Group (HFDAG) equipment, associated spare parts, and engineering services. The follow-on contract will include Firm Fixed Price (FFP) line items for hardware and Cost-Plus Fixed Fee (CPFF) line items for Engineering Services and covers a period of performance of one base year with four option years. The DMR is a modular, software re-programmable radio system with embedded cryptography capable of providing communications functionality and interoperability with existing Navy legacy systems and future joint service and coalition communications systems. The DMR provides all Radio Frequency (RF)-to-baseband and baseband-to-RF conversion functions required for U.S. Naval Line-of-Sight (LOS), Beyond Line-of-Sight (BLOS), and satellite communication (SATCOM) systems operating between 2.0 Megahertz to 2.0 Gigahertz receive and transmit with the exception of the antenna, antenna multi-coupler, and RF distribution functions. The DMR provides Ultra High Frequency (UHF) SATCOM including Integrated Waveform (IW), Single Channel Ground and Airborne Radio System (SINCGARS) Enhanced System Improvement Program (E-SIP), UHF LOS, LINK-11 LOS, LINK-4A LOS, Very High Frequency (VHF) LOS, and High Frequency (HF) BLOS including Automatic Link Establishment (ALE) waveforms. The performance of this contract will require detailed knowledge of, and extensive experience with, the DMR design data and software source code. As the original equipment designer and sole production manufacturer, GDMS is the only company that possesses the detailed knowledge and expertise to perform the aforementioned tasks to produce the qualified products that will satisfy the Governments technical, delivery, and interoperability requirements. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals or a solicitation of offers. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
