Description
The Naval Air Warfare Center, Weapons Division (NAWCWD), through its Safe-Arm Development Branch, is a leading DoD facility supporting all DoD elements and many other Government agencies in the area of weapon fuzing and fuze safety. NAWCWD is interested in joint research and development in the survivability of fuzes during multi-frequency shock events seen in multiple-warhead penetrators or during kinetic penetration of layered target materials. NAWCWD seeks Cooperative Research and Development Agreement (CRADA) partners that possess the expertise, capabilities, facilities, and experience in this area to explore R&D opportunities. The specific areas to be explored are as follows: 1. Survivability of fireset components including energetic materials, capacitors, resistors, and high-voltage switches. 2. Post impact power strategies and survivability of components 3. Packaging for survivability NAWCWD will provide a representative warhead system and will perform subsystem and system level testing to validate survivability of secondary warhead fuze during primary warhead detonation followed by kinetic penetration. This synopsis serves as a sources sought for CRADA participants and seeks information from companies capable of providing expertise, capabilities, facilities and experience in any of these fields and applications with respect to a CRADA effort. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY The legal authority for this cooperative research effort is the Federal Technology Transfer Act of 1986, codified in Title 15 United States Code, Section 3710a, et seq. Under a CRADA, the partner may contribute funds, equipment, or in-kind services to the joint research effort, leveraging their efforts with those of the federal agency for a mission-related objective. The Government may not provide funds to the CRADA partner, but may provide non-monetary contributions to the collaborative effort such as Government technical expertise, equipment and materials, etc. There may be a future acquisition directed to some or all of the capabilities which are the subject or focus of this research and development effort. Therefore NAWCWD desires to avoid or mitigate unfair competitive advantages being conferred on any potential contractor or offeror as a result of CRADA efforts herein which actually or appear to compromise the integrity of the procurement process. In particular, NAWCWD seeks to avoid or mitigate (1) -unequal access to information on Government needs and Warfighter evaluations of proprietary systems or improved versions resulting from this CRADA effort; (2) -impaired objectivity arising from CRADA partners' collaborative efforts with Government employees or Warfighters; and (3) -biased ground rules for a possible or potential future acquisition directed to a capability which may be a focus of this CRADA effort. This effort is expected to produce CRADA subject data deliverables which may be used to facilitate a possible follow-on acquisition using a Name Brand or Equal acquisition strategy, which is designed to ensure a fair competition while respecting the proprietary rights and previous investment of potential CRADA partners. At Government discretion, subject data deliverables and inventions delivered under any CRADA agreement may be used in future competitive acquisitions. Responses are requested by close of business June 30, 2015. After reviewing the responses, NAWCWD may request a meeting or teleconference with responding parties to gain further insight into their capabilities. NAWCWD is not obligated to hold these meetings with any or all respondents. If NAWCWD decides to meet with a party, it will only meet with those that responded to this notice. NAWCWD will not reimburse costs for participation in these meetings or teleconferences. NAWCWD reserves the right to enter into CRADA agreements with no, any or all respondents based upon NAWCWD's judgment of the potential success of collaborative efforts. Submissions will be considered up to and including SECRET. Companies are to adhere to the National Industrial Security Program Operating Manual (NISPOM) procedures for the transmittal of classified responses. Company responses are to include a name and telephone number of a point of contact having the authority and knowledge to clarify responses with Government representatives. Companies are not limited to a single response.
