Description
The Centers for Disease Control and Prevention (CDC) / National Personal Protective Technology Laboratory (NPPTL) intends to award a sole source firm fixed price Purchase Order to the University of North Texas Health Science Center in Fort Worth, TX. As part of recent increased efforts to assess powered air-purifying respirators (PAPRs) in both laboratory and field settings, NPPTL requires a contractor to conduct a research project with PAPRs in a hospital setting. The objectives of this project are to evaluate several different PAPR models in actual healthcare work environments with different task groups. The overall goal is to identify potential user barriers of these PAPR models so that the results could be used to improve future PAPR designs. Specifically, this research will identify the differences in user barriers among eight (8) different PAPR models (ensembles) and will identify the differences in user barriers among three (3) different task groups of healthcare workers in each of the eight (8) different PAPR ensembles. It is expected that 60 HCWs will each evaluate eight (8) respirator ensembles when performing their normal work duties. The workers will be selected to represent three (3) different departments or task groups in the study hospital 1) an intensive care unit (ICU) who care for patients in higher risk situations with contagious diseases such as the viral hemorrhagic fevers (Ebola) or avian influenza; 2) the emergency room unit who care for both normal patients and patients with potential highly infectious respiratory diseases and 3) emergency responders in most active situations such as performing decontamination tasks. Each group will have 20 volunteer staff members and may include physicians and/or nurses. Each worker will randomly wear one of the eight (8) PAPR ensembles for four (4) hours and each worker will make an assessment of user barriers. A few physiological parameters particularly related to heat stress and comfort will be measured as well. Evaluating the performance and acceptability of PAPRs requires special training and years of research experience, as well as on-going access to a diverse health care workforce with experience using PAPRs. Research personnel at the Department of Environmental and Occupational Health Sciences, School of Public Health, University of North Texas Health Science Center, working with research and medical professionals at Cook Children's Healthcare System, are uniquely qualified to conduct this research. This Procurement is for Commercial Services as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
