- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Triangle Transit Authority (TTA), Research Triangle Park, NC 27709 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is intended to reduce the number of single occupancy vehicles on the highways by providing transit commuter benefits via the use of TTA Van Pools for employees to commute to and from work. TTA provides either a 12 passenger van or a 7 passenger van for the riders along with all services. TTA also provides T-Linx Paratransit Service which is a curb-to-curb paratransit services for employees with disabilities. The services include the vans and all associated costs (gas, repairs, insurance, and maintenance) with the van pools. TTA also provide 24-Hour Roadside Service and Emergency Ride Home Services. NIEHS currently has existing van pools that originate from the following cities: Fayetteville, Burlington, Pittsboro, Wake Forest, Bahama, Clayton, Greensboro, Chapel Hill, Apex, Holly Springs, and T-Linx. The cost of each van pool is based on the round-trip mileage from the van pool starting point to the destination. Triangle Transit Authority is reimbursed monthly for costs based on the current Government subsidy. Any costs not covered by the subsidy are paid to TTA by the individual riders of the van pool. The period of performance is for a base year (9/01/2015-8/31/2016) and three (3) one-year periods. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Triangle Transit Authority. The NAICS Code/Size is 485999/$14.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
