Description
This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), Coastal Pelagic Species Life History Team (CPS-LHT) researches coastal pelagic species with an aim of evaluating biological and environmental factors that affect the distribution, abundance and survival of these species. Since the late 1990s, the SWFSC has been involved in various research projects on the market squid (Doryteuthis opalescens) including age and growth, reproduction and egg escapement modeling. Currently, the CPS-LHT is sampling market squid paralarvae, juveniles and adults offshore California during the SWFSC research and California Cooperative Oceanic Fisheries Investigations (CalCOFI) cruises. However, a more comprehensive understanding of the market squid life history and dynamics requires sampling paralarvae and measuring environmental parameters in inshore habitats off California. Thus, the SWFSC is planning a second year of collaborative surveys with the California fishermen to continue sampling shallow spawning grounds which are not accessible to NOAA ships. Paralarvae samples collected from these cooperative surveys will be analyzed for age and growth determination; whereas water samples will be analyzed for trace elements and stable isotopic composition. Coupled with stable isotope and water chemistry analyses abundance, age information will be used to examine the environmental conditions of habitats that influence population growth, movement and recruitment in the market squid fishery off California. This information will allow for the quantification of survivorship from both protected and exploited spawning grounds, providing new knowledge to assess the effectiveness of the Marine Protected Areas (MPAs). Additionally, stock assessment scientists and resource managers can use these findings to re-evaluate management practices and resource allocation. The SWFSC and CalCOFI cruises sample primarily deep water habitats of market squid. The purpose of this contract is to conduct collaborative survey cruises in shallower waters (<40m) in order to sample completely the spatial and temporal distribution of the market squid paralarval and juvenile stages. Work to be performed includes the following: • Task 1. To collect market squid paralarvae and juveniles during cruises in southern and northern California (summer 2015). • Task 2. To collect market squid paralarvae and juveniles during cruises in southern and northern California (winter 2015-16). • Task 3. To quantify tows and preserve market squid specimens in ethanol while at sea. • Task 4. To collect water samples for nutrients, trace elements, and stable isotope analyses. • Task 5. To record environmental data (temperature and depth) during cruises. • Task 6. To sort, quantify, measure, and remove statoliths of market squid paralarvae, juveniles, and adults collected during the cruises. Period of performance: date of award through July 15, 2016 Deliverables: To provide SWFSC Government personnel with digital summarizes and data files for all information and sample data collected during cruises. More specifically the contractor will complete the project tasks in the time scale described below: • Summer 2015 (July 13 - July 31): Complete paralarval and water sampling in southern and/or northern California. Exact location(s) and cruise dates dependent on weather conditions; • August-October 2015: Complete laboratory processing of samples collected during the summer; • November 2015: Complete progress report on summer 2015 cruises; • Winter 2015-16 (December 1-15; January 4 -22; February 1 - 15): Complete paralarval and water sampling in southern and/or northern California. Exact location(s) and cruise dates dependent on weather conditions; • March-April 2016: Complete laboratory processing of samples collected during winter; • April 2016: Complete progress report on winter 2015-16 cruises; • May-June 2016: Statistical analyses, data modeling and final report. Required field sampling equipment: -Vessel over 42 feet; -GPS and Depth sounder; -Automatic winch to deploy nets, with at least 100 pounds capacity cable winch puller. -Crew of at least 3 and onboard scientist with sampling knowledge and experience greater than 3 years; -Bongo nets with 500 microns mesh, 0.5m diameter and 2.5m length; -Scientific sampling jars and 300 microns sieves; -Ethanol for preserving paralarval samples; -Labeling and sampling supplies necessary to collect the market squid samples, water samples and associated environmental data. Required laboratory equipment: -Dissecting microscope; -Dissecting tools and equipment; -Sorting vials and graduated cylinders; Vendor must meet the following requirements: • Knowledge of market squid reproductive biology and distribution off California. • Taxonomic knowledge for identifying cephalopod species at various life stages, and particularly market squid paralarvae and juveniles off the coast of California. • A marine biologist with at least three years of experience in sorting, measuring, quantifying zooplankton samples collected during sampling. • A marine biologist with prior experience in extracting statoliths from paralarvae, juvenile, and adult market squid. • A marine biologist with prior experience in sampling water for chemical analysis and in situ measuring of environmental parameters. The North American Industry Classification Code (NAICS) is 541690 with a size standard of $15.0 M. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm's capability and experience meeting the requirements herein and include your firm's name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, and so forth. Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to perform the services as specified above. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information.
