- The Navy Primary Standards Laboratory's (NPSL) primary measurement system model E4440A Keysight Spectrum Analyzer needs to be repaired. The government intends to award a sole-source, firm fixed priced contract to Keysight Technologies. This procurement is commercial item IAW FAR Part 13. No solicitation will be issued but responsible sources may submit inquiries or request for information to vernon.fowler@navy.mil or by phone at 951-393-5966. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1 FOR THIS PROCURMENT ACTION. INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT, OR SUBMIT CAPABILITY STATEMENTS.
