Description
Draft Performance Work Statement for Cybersecurity Curricula Development. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. The Air Force Operational Test and Evaluation Center (AFOTEC) is requesting information as part of its market research to determine if there are potential businesses that have the capability of developing Cybersecurity Operational Test and Evaluation (OT&E) training package for OT&E cyber analysts and OT&E test team members. The foundation of the training packages will be centered on the curricula provided; (Draft Performance Work Statement (PWS), Attachment 1). Scope of Effort includes developing computer based training package, which includes three packages and are the mainstay of the cyber curricula (referred to as AFOTEC 402A) and the classroom training presentation (referred to as AFOTEC 402B). An Executive Level Course (referred to as AFOTEC 502) will be developed from the AFOTEC 402 training packages. Section 508 Rehabilitation Act will be applicable. The contractor shall develop the curricula with a qualified, professional staff. The predominance of the contractor staff shall have subject matter expertise (SME) in cybersecurity and Operational Test and Evaluation of DoD acquisition programs. Contractors shall have a working knowledge of the Instructional Systems Development (ISD) methodology. The contractor staff shall use the Air Force Operational Test and Evaluation Center (AFOTEC) OT&E Guide and the AFOTEC Cybersecurity OT&E Guide in the development of Computer Based Training (CBT) and classroom instructional content. This RFI is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses who believe it is capable of providing these services are invited to provide one copy of their technical statement of capabilities. The government reserves the right to set aside none, portions, or all of the effort for small business. The statement of capabilities package shall explicitly demonstrate capabilities and expertise to satisfy these requirements and provide the percentage of subcontracting required to fulfill AFOTEC requirements. Identical or closely related previous experience should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Response Guidelines : Interested parties are requested to respond to this RFI with a statement of capabilities. Submissions are limited to 22 pages (double-sided pages will be counted as two pages), single-spaced, minimum 12 point Times New Roman (or equivalent) with at least one-inch margins on 8 1/2" X 11" page size. The Government will not review any pages beyond the 22-page limit. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI. FedBizOpps will be the sole repository for all information related to this RFI. Company information should include the following: a. company name, point of contact, addresses, email addresses, phone and FAX numbers, and the company's website address (if applicable); b. company capabilities and experience relative to the services and core competencies (skill sets); c. identification of business size in relation to the North American Industry Classification System Code (NAICS) (i.e., US large or small business, service disabled veteran business, HUBZone, 8(a) certified business, woman-owned, etc.); d. CAGE and/or DUNS number codes; and e. state whether or not you intend to propose as a prime contractor or team member. The NAICS Code proposed for the requirement is 611430, Professional and Management Development Training. The size standard for NAICS 611430 is $11.0M. The government will use responses to this RFI, as well as other information obtained, in determining its small business set-aside decision. Responses will not be considered as proposals nor will any award be made as a result of this RFI. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, "Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. The Government will not reimburse companies for any costs associated with the submissions of their responses. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
