CONTRACTING OFFICE ADDRESS: U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), 200 Granby Street, Room 815, Norfolk, VA 23510 SYNOPSIS: The Department of Commerce, NOAA, National Weather Service (NWS) National Data Buoy Center (NDBC), has a requirement to provide Marine Services to support Scheduled and Unscheduled Maintenance for the NDBC's Ocean Observation System of Systems (NOOSS). The NDBC, a part of the NOAA's NWS, operates and quality controls data from more than 100 moored buoys, 50 Coastal-Marine Automated Network (C-MAN) stations, 55 Tropical Atmosphere Ocean (TAO), and 39 Deep-Ocean Reporting and Assessment of Tsunamis (DART®) stations. NDBC monitors and distributes environmental data from more than 570 partner stations such as, Integrated Ocean Observing System (IOOS) (approximately 300 stations), National Ocean Service (NOS) (approximately 200 stations), and Minerals Management Service (MMS) stations (approximately 70 stations) in addition to the NDBC operated moored buoy and C-MAN stations. These stations acquire environmental data used primarily for preparing weather warnings, analyses, and forecasts. Buoys are also used to provide ground-truth measurements for space-based observation platforms and to establish long-term environmental records for engineering applications, climate research, and air-sea interaction studies. NDBC has developed the capability to make a variety of measurements, including Atmospheric pressure; wind direction, speed, and gust; air and water temperature; wave energy spectra (non-directional and directional); water-column height (Tsunami Detection); relative humidity; ocean current velocity; precipitation; salinity; solar radiation; visibility; water level and water quality. The NDBC, IOOS, NOS, and MMS network is comprised of sites offshore and along most of the U.S. coastline, including Alaska, Hawaii, and the Great Lakes. The importance of accurate data from these stations cannot be over emphasized. The maritime community has come to rely on the data for the safe conduct of operations, and the network often provides the only real-time measurements available from remote, data sparse areas. NDBC manages the development, deployment, operations, and maintenance of stations and platforms that comprise the NOOSS. Most NOOSS components are deployed in harsh marine environments and require scheduled service visits for repairs to its components. In some instances, rapid discrepancy visits are required to effect repairs for outages deemed critical to the safety of the general public or the marine industry. The NOAA AGO EAD anticipates establishing multiple Basic Ordering Agreements (BOAs) for three (3) vessel classes: Global, Global Science, and Regional. The Global and Global Science Vessel Classes will be solicited on an unrestricted basis and the Regional Class will be a 100% Total Small Business Set-aside. The resulting BOAs are anticipated to be in place by August 2015, and will each have a 10-year ordering period. In addition, the Government anticipates issuing an "on-ramp" solicitation for additional BOA holders on at least an annual basis. It is anticipated the BOAs resulting from the on-ramp solicitation will have an ordering period concurrent with the initial BOA holders. These on-ramp procedures will promote competition and allow for newly interested and qualified Vendors to receive a BOA. The Government reserves the right to off-ramp BOA holders at any time should they fail to adequately perform under any orders issued against the BOAs or fail to maintain a qualified vessel meeting NDBC's specifications. The North American Industry Classification Code System (NAICS) code for this procurement is 483111 with a size standard of 500 employees. It is anticipated that a solicitation will be made available for download on or about June 15, 2015 at http://www.fedbizopps.gov. Note: paper copies of this solicitation will not be issued.
