Description
PDF of Notice of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Administration for Community Living (ACL), intends to sole source to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418 ACL seeks to sponsor the National Academy of Sciences (NAS) Institute of Medicine (IOM) Forum on Aging, Disability, and Independence. The sponsorship will allow ACL to influence the content of the scientific meetings to help ACL meet its mission of maximizing the independence, well-being, and health of older adults, people with disabilities across the lifespan, and their families and caregivers so that all people, regardless of age and disability, live with dignity, make their own choices, and participate fully in society. ACL sponsorship is important for this Forum because: • The population of the United States is aging, and the risk of disability increases with age. Over the next decades, the issues and current challenges associated with aging and disability will continue to grow in importance to society and individuals. • Forum topics will address various themes that focus on reducing disability, improving function, improving quality of life, and optimizing value in health care delivery for persons with disabilities. Specific topics will include integrating support systems, participant-direction, person-centered planning, assistive technologies, workforce, education, training, research, evaluation, and public policy. • The Forum meets 2-3 times annually and uses workshops (or symposia) as a mechanism for informing the membership, which will result in published workshop summaries. The Forum may also commission individually-authored papers for this purpose. The NAS/IOM is uniquely qualified to provide this service because one of the NAS/IOM's purposes is to advise the government on issues of science, medicine, and technology. Additionally, NAS/IOM is uniquely qualified because only one NAS/IOM Forum on Aging, Disability, and Independence exists. The Forum serves as a neutral venue through which decision-makers in government, the marketplace, and the community can come together in the battle to prevent or reduce disabling conditions and environments and to enhance long-term services and supports for older adults and individuals with disabilities. The Forum identifies and examines challenges; explores new approaches for resolving problem areas; elevates the visibility of key issues that require additional attention; scrutinizes important and potentially controversial scientific and policy issues; and sets the stage for policy actions. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services AHRQ is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
