- RFQ-DC-15-00193 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The request for quote number is RFQ-DC-15-00193, in conjunction with FAR Subpart 13.5 - Test Program for Certain Commercial Items. The solicitation document and incorporated provisions are those in effect through 2005-78, effective December 26, 2014. The applicable North American Industry Classification System (NAICS) Code for this procurement is 611430 ¿ Professional and Management Development Training with a size standard of $11 million. This procurement is being conducted as a 100% Small Business Set-Aside. The U.S. Environmental Protection Agency Office of Enforcement and Compliance Assurance (OECA) is seeking to develop a leadership training program for up to 25 managers. OECA is comprised of approximately 50 managers overall, some of whom work off site, but the majority of whom work in Washington D.C. The current management cadre has first-line, mid-level, and senior-level managers, all of whom would be eligible for the training, however the focus of the training would be on leadership for mid-level managers rather than basic new manager competencies. The EPA intends to award a firm-fixed-price purchase order with a base plus four one-year option periods. It is the offeror's responsibility to monitor FBO for the release of any amendments that may follow.
