- Description
- The Naval Air Systems Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, Persistent Maritime Unmanned Aircraft Systems - PMA-262, intends to enter into sole source negotiations and subsequently award a Cost Plus Fixed Fee (CPFF) delivery order to Northrop Grumman Systems Corporation (NGSC) under Basic Ordering Agreement (BOA) N00019-15-G-0026. This order is for MQ-4C Triton Icing Flight Test Design Non-Recurring Engineering. Under the awarded delivery order, the Contractor shall perform all necessary engineering (to include analysis, planning, design, and documentation) to enable Triton flight test in natural icing conditions. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NGSC is the sole designer and developer of the MQ-4C Triton UAS. This delivery order will continue NGSC's efforts that previously began under the BAMS UAS (now known as MQ-4C Triton) SDD Contract; therefore, award to any source other than NGSC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract actions based upon the responses to this notice is solely within the discretion of the Government.
