- STARR SPRINGS CAMPGROUND IMPROVEMENTS The Bureau of Land Management (BLM) intends to award a single, firm-fixed price contract to include all labor, equipment, supplies, and materials, to reshape existing site road, masonry sign base, small bridge structure, culverts, concrete sidewalks, concrete parking areas, rock barricades, rock drains, sumps, and slope stabilization, and other miscellaneous improvements. The work also includes furnishing all labor equipment, supplies and materials to install Government furnished road base on all site roads and parking areas, concrete benches, concrete picnic tables, kiosk, fee tubes, registry, grills and fire rings. The project will also consist of demolition of existing campsites amenities, site signage, culverts, kiosk, parking barriers, gravel pave, toilet building including associated vaults, and other miscellaneous items. There are no known special restrictions or geographical limitations on this requirement. The work is located in Garfield County, Utah. The work site is at the Starr Springs Campground, off of SR-276, approximately 10 miles north of Ticaboo, Utah. A site visit is scheduled for Monday, July 20, 2015 at 1:00 pm. Sign in at the BLM Henry Mountain Field Station located at 380 South 100 West, Hanksville, Utah 84734 after which the attendees will drive to the construction site. Questions and requests for information must be received NO LATER THAN Wednesday, July 22, 2015 at 5 p.m. MT. Questions shall be in the form of email with the subject line titled: L15PS00561 - Starr Springs Campground Improvements; and shall be sent to lgunn@blm.gov and dbarfuss@blm.gov. All questions and answers will be posted as an amendment to the solicitation. This project is 100% set aside for qualifying HUBZone vendors under the North American Industry Classification (NAICS) Code 238990. Project price range is between $100,000 and $250,000. Performance time is 90 days from the issuance of the Notice to Proceed, but work will not begin earlier than September 20, 2015. Payment Protection is required for contracts greater than $30,000, prior to issuance of the Notice to Proceed. Solicitation L15PS00561, along with drawings and specifications, will be posted electronically at www.fedconnect.net on or about July 1, 2015, with solicitation closing date at least 30 calendar days after posting. These dates are subject to change. To obtain the solicitation and/or amendments/updates for this project, contractors shall monitor the solicitation at www.fedconnect.net.
