Description
Small Business Sources Sought: This is a sources sought announcement only seeking small business responses in order to determine small business participation in this acquisition. The Mission and Installation Contracting Command - Fort Eustis (MICC-EU) is seeking information from small business sources that can provide expertise and services to support the U.S. Army Training and Doctrine Command (TRADOC), Commander's Planning Group (CPG) at Fort Eustis, VA. The contractor shall support the CPG in execution of its strategic communications mission. The contractor shall further assist the CPG to assess current and future strategic and operational environments to identify, develop, and update concepts initiatives for ongoing Army transition efforts focused to quote mark Win in a Complex World. quote mark Last, the contractor shall assist the CPG to identify, assess, and integrate innovation concepts and initiatives to grow a culture and capability to innovate across the Army. The Government has not determined the contract type or whether the requirement will be single or multiple awards. The Period of Performance shall be a 12-month base period and two (2) 12-month Options. Below is a summary of the requirement: Task 1 - Strategic Communications. The contractor shall support the CPG to develop, update, and refine the Commanding General of TRADOC's (CG TRADOC) strategic communications and informational outreach products. Target audiences include Congress, academia, the American public, industry, Government agencies, and all DoD agencies. The contractor shall assist the TRADOC CPG to develop strategic communications work products to describe and communicate a compelling vision of the Army of the Future. The contractor shall provide analytical, critical thinking support to the CPG's efforts to become an authoritative source for Army enterprise integrated strategic foresight in support of developing the Army beyond Force 2025. The contractor shall: research strategic communications topics; assist in identifying likely audiences; assess probable reactions or perceptions to strategic communications initiatives; and implement, monitor, and assess the effectiveness of strategic communications work products. The contractor shall support the CPG to implement a strategic communications approach that identifies and exchanges ideas and best commercial practices and develops relevant geo-strategic environment themes and messages. The contractor shall support the CPG to develop and guide the CG TRADOC's engagement with target audiences. The contractor shall support the CPG to synchronize CG TRADOC's strategic outreach efforts, to include daily planning, coordination, and integration of the CPG's strategic outreach activities across the TRADOC Headquarters, the TRADOC Centers of Excellence, and, other TRADOC activities and organizations to ensure the Commanding General's and TRADOC strategic communications reach the desired audiences and achieve the desired effects. Deliverables. The contractor shall provide input and assist the CPG to develop senior leader speeches, briefings, white papers, information papers, fact sheets, executive summaries, and articles suitable for publication in Government journals and periodicals. Task 2. The contractor shall support the TRADOC CPG to research and assess strategic and operational environment topics for incorporation into strategic communications work products. The purpose of contractor work products is to obtain deep analyses of geo-strategic environments, their impact on Army needs, and ensure that TRADOC is partnered and postured to achieve success in the future. Contractor work products shall integrate elements of the CG TRADOC's vision of an Army in transition that must quote mark Win in a Complex World; quote mark this includes incorporating artifacts and actions to support the Army Operating Concept, Force 2025 and Beyond campaign, and the broader TRADOC mission. The contractor shall provide strategic foresight assessments and concepts for use in engaging the Army's senior leaders (Department of the Army civilian and military), Congress, think tanks, academia, other Services, the Joint community, and the interagency community on Army unique perspectives regarding the future geo-strategic environment. The assessments and concepts will be used in collaboration with these audiences to answer questions, assess operational issues that underpin current force challenges and modernization and transition strategies. Deliverables. The contractor shall provide executive summaries, white papers, articles, brief charts, or fact sheets (estimated 1-2 per month). Additionally, the contractor shall assist the CPG in developing a consolidated and comprehensive annual strategic foresight assessment and concept paper. Task 3. The contractor shall continually collaborate with the CPG to assess current and future strategic and operational environments. The ultimate objective is to collaboratively identify, research, develop, and update concept initiatives for ongoing Army transition efforts focused on quote mark Winning in a Complex World. quote mark These concepts may be incorporated into strategic communications work products. The contractor shall develop in-depth analytical, thoughtful assessments and concepts that continually develop and improve the geo-strategic environment description(s), propose alternative viewpoints, develop issues, and identify implications for the Army. Deliverables. The contractor shall provide fact sheets and white papers, which may be incorporated into strategic communications work products. Task 4 - Innovation Analyses. The contractor shall provide subject matter expert support and insight to the CPG to identify and explore innovative concepts, processes, and strategies to support and nurture a culture of innovation within TRADOC and the Army. The contractor shall identify and research innovation topics and processes that may increase the rate and effectiveness of innovation in support of growing an Army that can quote mark Win in a Complex World. quote mark The contractor shall research and assess the effectiveness of innovation topics and processes, to include the integration of innovation in the full range of DOTMLPF development and implementation. Deliverables. The contractor shall provide fact sheets, white papers, and briefings for Army senior leader review and use. This is follow-on requirement. Task Order W911S0-12-F-0008 period of performance was 21 Feb 12 - 20 Feb 15 and was awarded to Abrams Learning and Information Systems. The designated NAICS Code is 541990 - All Other Professional, Scientific, and Technical Services with a size standard of $15 million. No decision has yet been made regarding the small business strategy for this contract. Small business is advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. Small businesses wishing to influence the Contracting Officer's decision regarding small business set-asides are urged to respond to this announcement. Your brief capabilities statement package (no more than 10 pages, single spaced, 11 minimum font size) demonstrating ability to perform the services listed above. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: (1)company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status; (2)capability of providing a team composition that can support the entire scope of this contract effort with sufficient depth to perform tasks of varying complexity while performing at least 51 percent of the work; (3) capability of providing qualified and experienced personnel; (4) statement regarding capability to obtain the required industrial security clearances for personnel; (5) capability to begin performance upon contract award; and (6) provide any other applicable comments or recommendations not addressed in the foregoing.
