- Description
- This is a pre-solicitation notice only. Tentative solicitation release date is 25 June 2015. The contractor shall furnish all plant, labor, materials, equipment, supplies and supervision necessary to complete JFSD200922 "Repair HVAC Controls/Equipment Multi Facilities" at Grand Forks AFB, ND in strict accordance with the construction documents. The contractor shall perform Construction and/or repair of HVAC in Buildings 308, 101, 541, 105, and 699. HVAC controls will be upgraded at multiple locations on Base to achieve energy saving initiatives and lower HVAC energy consumption as required by Energy Policy Act 2005. These upgrades will include removal and replacement of outdated pneumatic controls with direct digital control (DDC) systems including new motorized actuators and components, updating set-points and control programming to match current facilities requirements (CFR) and, in some instances full replacement of outdated air handling units and condensing units. The project also contains an added door in Building 308, repair of structural issues in building 699, and all other support construction as required. NOTICE TO OFFEROR(S)/SUPPLIERS(S): funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs. Offerors must hold their prices firm until 31 December 2015. The magnitude of this project is between $1,000,000 to $5,000,000 The total performance period shall be 270 days. The North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the small business standard of $15M. This acquisition will be solicited on an unrestricted basis. All contractors MUST be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) database or their proposal May NOT be considered for award. Contractors can obtain further information on the SAM database at the website https://www.sam.gov. This solicitation will only be available by downloading the solicitation and http://www.fedbizopps.gov. No paper copies or CD-ROMS will be issued.
