Description

Please note change to deadline for receipt of written notifications and added list of equipment to be serviced. The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to award a firm fixed price services contract to Terumo Cardiovascular, Inc., to obtain a service agreement for maintenance and repair of Terumo cardiovascular perfusion machines located at the Audie L. Murphy Division hospital in the South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter Blvd., San Antonio, TX, 78229. NAICS 811219 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 13.106-1(b)(1). Only one source is capable of providing the services required at the level of quality required because the supplies or services are unique or highly specialized. The described contract will simplify meeting recurring needs for services in the STVHCS area, and only Terumo Cardiovascular, Inc., can fulfill this requirement. No other company is expected to respond to this requirement. The period of performance shall be from the date of award and will extend for thirty-six months hence with a one-year basic and two, one-year option periods. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Gerald Hyndman, at gerald.hyndman@va.gov no later than June 12, 12pm CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Equipment to be serviced includes: 2 each Sarns 8000 heart-lung machines 2 each CDI 500 units 3 Fresenius CATS units
