- Statement of Work - Kansas Boundary Survey Notice and Request for Qualifications Solicitation: AG-6215-S-15-0008 Agency/Office: Natural Resources Conservation Service Contracting Office Address: Kansas State Office 760 South Broadway Salina, Kanas 67401 Product Service Code Classification C219 Subject: Legal Boundary Surveys - Easement Programs - Kansas Description(s): GENERAL INFORMATION: The USDA Natural Resources Conservation Service (NRCS) in Kansas requires the services of a licensed land surveyor for the performance of legal boundary surveys for Agricultural Conservation Easement Program (ACEP) and other easement programs. Projects could be located throughout the State of Kansas. This acquisition process is being conducted in accordance with the Brooks Act as implemented in FAR Subpart 36.6. This procurement is total small business set-aside. The primary North American Industrial Classification System Code (NAICS) is 541370, which has a size standard of $15 million in average annual receipts. This announcement constitutes the only notice. PROJECT INFORMATION: The government anticipates the award of one, five year, firm-fixed price indefinite quantity contract as a result of this competition. The initial contract period will be for one (1) year and the Government may, at its option, extend the contract to a maximum of five (5) years by exercising each of the four (4) one-year renewal options. The guaranteed minimum contract amount during the base period and all options is $10,000.00. The maximum amount that may be ordered during the base period and all options is $150,000.00. Work under the contract will be subject to satisfactory negotiation of individual fixed price Task Orders for individual or clusters of projects based on labor and material rates to be negotiated after the selection process is completed. DESCRIPTION OF WORK: The surveyor must be a licensed land surveyor in the State of Kansas. The Surveyor will provide a Boundary Survey of the Easement Area that meets the Statement of Work (attached) requirements. Projects will be located throughout the State of Kansas. Task orders will be specific in terms of location, acreage, and time for completing the survey. Work under each Task Order will be subject to satisfactory price negotiation prior to issuance. Task orders will be awarded as sites requiring surveys are identified, which may be as early as the date of contract award. Total number of task orders awarded will be based on need and availability of funds. SELECTION CRITERIA AND SUBMISSION REQUIREMENTS: Firms that meet the requirements described are invited to submit one original and three (3) copies of Standard Form 330, Architect-Engineer Qualifications, Part I, Contract Specific Qualifications and Part II, General Qualifications. Firms may supplement the SF 330 with additional documentation. Interested firms must include a cover letter on their company letterhead that includes the solicitation number. Complete submittals (including all documents) must be limited to a maximum of 25 pages. All firms responding to this announcement will be evaluated on the following factors, which are shown in descending order of importance. (1) Professional qualifications necessary for satisfactory performance of the required services. Firm is licensed and registered to perform surveys in the State of Kansas. Individuals to perform the work are licensed and registered to perform surveys in the State of Kansas. (2) Specialized experience such as: rural or conservation easement boundary surveys; local courthouse legal description/plat map requirements; electronic data collection, computer generated plan development, and technical competence in the type of work required in the State of Kansas within the last 5 years. Knowledge of specific laws that apply to surveying in the State of Kansas. (3) Capacity to accomplish the work in the time required by the Statement of Work. Ability to provide the necessary numbers crews and equipment to perform the work. Ability to perform multiple surveys simultaneously under the contract. (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules within the past 5 years. Current references are required, with a description of the work done and contact information. Additionally, a current example of a completed survey plat is required. (5) Location of the contractor to the general geographic area of the project and knowledge of the locality of the project. This includes knowledge of local site conditions and any local rules/laws affecting surveys. Upon completion of the evaluation firms will be ranked from highest to lowest rated for each area. Interviews will be conducted with at least three of the most highly qualified firms for each area regarding their qualifications and surveying methodology. Upon completion of interviews a final ranking will be completed. If firms are rated equally upon completion of the interview phase of the selection process, the process at FAR 14.408-6 will be used break the tie. Upon approval of the final selection for each area, a request for proposal will be forwarded to the highest rated firm so that a contract, including labor and material rates, can be negotiated in accordance with FAR 36.606. All contractors must be registered and in an "active" status in the System for Award Management (SAM) to be considered for an award of a Federal Contract. For information regarding registration, visit the SAM website at www.sam.gov. The Service Contract Labor Standards statute (formerly referred to as the Service Contract Act) and the appropriate wage determination will be incorporated into the resultant contract(s). This is NOT a Request for Proposals but a Request for Qualifications. Do not submit pricing information with qualifications documents. Those firms that wish to be considered must submit an original and three copies of the complete package. Firms responding to this announcement before the closing date will be considered for selection. Documents received after the exact date and time for submissions are considered late and will not be considered. Facsimile and electronic transmissions will not be accepted.
