THE USIBWC IS REQUESTING PROPOSAL AT THIS TIME. Please refer to the Solicitation package. General Description of the Work The Work for this project generally consists of rehabilitation of an approximately 1.06 mile segment (Vado East Levee) of the Upper Rio Grande levee system in order to meet the Federal Emergency Management Agency's (FEMA) Levee Certification Requirements of National Flood Insurance Program (NFIP) regulations (44 CFR 65.10). The approximate limits of the project are as follows (using New Mexico State Plane Coordinate Grid System, Central Zone North, NAD83, feet): Begin Project: N 401,814.33, E 1,513,454.49 End Project: N 396,754.80, E 1,514,049.00 Major Construction Tasks 1. Preparation of right of way (clearing and grubbing) 2. Construction of new levee (inclusive of toe drain) 3. Improvement/rehabilitation of existing levee 4. Excavation of channel within the Rio Grande 5. Construction of proposed flex base (aggregate gravel roadway surface) 6. Construction of proposed levee ramps 7. Install seeding for erosion control on the side slopes of the levee and all areas disturbed by construction 8. Construction of 36 inch RCP and inlet/outlet structures 9. Replacement of existing 24 inch RCP with a new 3 feet W x 2 feet H RCB (reinforced box culvert) 10. Removal of existing Del Rio Drain CMP culvert and construction of Del Rio Drain realignment (8 foot x 8 foot RCB) 11. Installation of new sluice gate assemblies to levee penetrations 12. Construction of the project will require temporary diversion of both the Rio Grande and the Del Rio Drain. It is anticipated that this will require the installation of temporary bypass pipes/channels and small temporary cofferdams for the Del Rio Drain and larger temporary diversion berms for the Rio Grande 13. Work within the Burlington Northern Santa Fe Railway Company right-of-way The magnitude of the project is estimated between $5,000,000 and $10,000,000. Performance Period The Rio Grande shall be constructed during the non-irrigation season, which usually runs from October 1 to February 28. However, due to current hydrologic conditions, the non-irrigation season may extend beyond this period. The contractor shall take into account the accommodation and diversion of Rio Grande and Del Rio Drain flows during the performance period. All work shall be completed within four hundred fifty (450) calendar days after the Notice to Proceed. All flood control levee and structure work, excluding revegetation, shall be completed within two hundred seventy (270) calendar days. Reseeding and establishment of vegetation shall be completed within one hundred eighty (180) calendar days of completion of all other work. The time stated for completion shall include final cleanup of the premises. Coordination with BNSF USIBWC has applied for a Temporary Occupancy Permit from Burlington Northern Santa Fe Railway Company (BNSF). This construction project shall require the contractor to coordinate with BNSF in order for the Contractor to temporarily use BNSF Right-of -Way (ROW) for construction equipment access or haul roads. In addition the USIBWC and the BNSF Railway Company shall require the Contractor to comply with specified conditions and obligations prior to using BNSF ROW. The Contractor shall comply with the insurance requirements and other conditions (e.g., flagging of train traffic, safety training, etc.) set forth by BNSF. Any costs and fees that may be incurred by the Contractor to meet the requirements of the BNSF shall be considered subsidiary to this project, and shall be paid in full by the Contractor.
